Spring Valley, CA 91977 · Home remodeling
Bathroom jobs near Spring Valley ran from $13K to $51K, and 5 of the 7 landed between $22K and $51K. Permits here come from the County of San Diego, not a city office. A schedule rule to plan around: the County will not issue the permit until every Conditions of Approval item is cleared, and some of those items may take longer.

ADU and addition planning figures
Our 12 jobs contain no ADU and no addition, so there is no local range for either. Planning ranges by project type follow.
Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.
| Project | Planning range | What sits on top in Spring Valley |
|---|---|---|
| Detached or attached ADU | $375–$600 per sq ft for construction, plus $8,000–$25,000 for design | Plan review and permit charges appear in the fee table below. State law’s impact-fee limit is covered in the ADU rules. |
| Primary suite addition (24 × 16 ft, about 384 sq ft) | $185,431 midrange; $390,895 for the larger upscale version | County fees for the larger addition category, and the school fee once added floor area passes 500 sq ft (see local condition 3). |
| Bathroom addition (6 × 8 ft midrange) | $65,326 midrange; $121,772 for the larger upscale version | Additions of 1 to 100 sq ft use the lower County fee row in the fee table. |
The per-square-foot figure is construction only; the dollar figures are whole projects. Set totals against totals, never a rate times a size.
For scope and price detail, see our bathroom remodel cost guide, our kitchen remodel cost guide, the ADU cost guide and the home addition cost guide. Those guides describe City of San Diego permitting, which does not apply in Spring Valley, so use this page for the County steps.

Schedule a consultationPermits and fees: who issues them and the steps
No city issues building permits in Spring Valley, because the community is unincorporated. The County handles them through its Planning & Development Services (PDS) office. Call (858) 565-5920 for permit questions, or (858) 565-5981 for the Zoning Counter’s planning questions.
What needs a permit. Some small structures fall under the County’s size and location limits and skip the building permit. The County publishes a list of them and asks owners to phone when a project is borderline. Exempt work is still bound by the Zoning Ordinance and the health and safety codes. Every sheet needs a stamp from a California-licensed design professional (civil or structural engineer, or architect), subject to the exemptions PDS 118 lists.
| Step | What happens | Time |
|---|---|---|
| 1. Submit and pay | Plans can be filed at the Building Division counter, and simple permits can be requested online through Accela Citizen Access. The review clock starts only after the full plan check fee is settled. | A plan check expires 1 calendar year after submittal, and a resubmittal brings a new fee. |
| 2. First plan check | Staff check the drawings against the California codes and the County’s own amendments. | About 4 weeks of typical backlog for housing projects, per the 2013 guide. Re-check rounds are common, and roughly half of files need more than 2. |
| 3. Fire authority approval | The Fire Marshal handles plan review only for the districts it names. Spring Valley has its own fire district, so the plans go to the local fire authority after the County specialists approve them. The fire authority wants a completed fire mitigation form and will not take plan checks over the counter. | If your parcel is in the San Miguel district, its plan check typically takes 10 business days, after the County has stamped the plans. Other districts publish their own times; confirm by address. |
| 4. Septic review (no public sewer) | DEHQ approves an OWTS Layout Application to show whether the lot can carry a septic system. That layout approval expires after 1 year. | Only if the lot is off public sewer. The County says to start this early. |
| 5. Conditions of Approval | Your file receives a Permit Record ID and a list of Conditions of Approval, all of which must be completed before issuance. The County recommends reviewing that list early, since the fire, flood-control, septic and driveway items may take longer. Report scope changes between review cycles, because they can change the conditions. | Every condition has to be cleared before issuance; plan checks lapse after 1 calendar year. |
| 6. Permit issued; construction begins | Work has to begin within 2 years of issuance or the permit lapses. A passing inspection has to land once every 180 days, and the job must wrap up within 3 years. | Begin within 2 years, keep inspections moving every 180 days, and finish within 3 years. |
Permit fees in Spring Valley
PDS 613 (effective July 10, 2026) is the County’s list of plan review and permit charges, sorted by project type. It covers building fees alone and says nothing about what a remodel costs.
| Scope | Plan review | Permit |
|---|---|---|
| Remodel of a single-family home with no new floor area | $2,296 | $1,896 |
| ADU, priced per square foot | $1,940 + $0.410/sf | $1,677 + $0.564/sf |
| Small addition, 1 to 100 sq ft | $452 | $1,272 |
| Larger addition that needs plan check | $2,196 + $0.372/sf | $1,466 + $0.759/sf |
Other charges come on top of the table: impact fees for transportation, parks and flood control, and agency fees for schools, fire mitigation, sewer and water. The County collects them before issuing the permit and describes the total as sizeable.
Before the design is final, ask the County for a fee estimate tied to your address. The fee table is a set of rates, not a total, and we never turn it into a remodel price.
The mailing address alone does not show which agency permits a Spring Valley parcel. Some addresses with a Spring Valley mailing address may sit inside La Mesa or Lemon Grove, which run their own permit offices. Find the parcel on the County’s unincorporated-area map first, then plan the permit route.
For the clock-by-clock view, see the remodel timeline guide.
4 local conditions that change scope and budget
1. Housing age
Census survey data places the median build year for the Spring Valley community at 1977. For the two ZIPs, the median is 1975 in 91977 and 1978 in 91978. Those are medians, not counts, so they do not tell you how many homes predate any given year, and ZIP-code areas run on different lines than the community. Quote the community figure, or refer to the 91977 ZIP region.
2. Fire authority and wildland clearance
Fire sign-off runs on its own track, apart from the building plan check. For much of the community the fire authority is San Miguel Fire & Rescue, which lists plan check and fire alarm and sprinkler plan review on its site. Confirm the district by address first. Inside the Wildland Urban Interface, defensible space runs 100 feet from each structure, or to the lot line if that comes first. Whether a given lot falls inside that area or inside a Fire Hazard Severity Zone is a question for the address itself, and the County’s zone map is the place to check before you price site work.
3. Added floor area and school fees
Spring Valley addresses fall in La Mesa-Spring Valley Schools for elementary and middle grades, and in Grossmont Union High School District for high school. Each charges its own developer fee. La Mesa-Spring Valley Schools lists $3.21 per sq ft of residential construction, effective May 13, 2024, while Grossmont Union High charges $1.20 per sq ft (June 2016 fee study). Confirm your address with each district. Under state law, district fees on an addition apply only if the added assessable space is over 500 sq ft; past that point the fee reaches the entire increase, not just the excess.
4. Sewer and water service
Public sewer here is run by the County Sanitation District’s Spring Valley Service Area, which dates to 1952, and most of the area needs sewer access. Whether a given lot is connected is address-specific. Helix and Otay Water Districts both overlap Spring Valley, so confirm which one serves the parcel. Septic review applies only to a lot off public sewer.
Building an ADU or adding a room in Spring Valley
The County’s ADU handout, last revised in September 2026, sets local rules, and state law controls where they conflict.
| Rule | ADU | Junior ADU (JADU) |
|---|---|---|
| Size | A detached unit can be as large as 1,200 sq ft, independent of the main dwelling. An attached unit is limited to 50% of the main dwelling, with a 1,200 sq ft ceiling. The half-of-house test does not bind attached units of 850 sq ft or less, nor those of 1,000 sq ft or less that have more than 1 bedroom. | Limited to 500 sq ft, one per lot with a house. |
| Height and setbacks | Detached units top out at 25 feet, though ADUs of about 800 sq ft or smaller are limited to 18 feet and may encroach into the front setback. A new unit must stand 4 feet or more from the side and rear lot lines, though a larger fire setback can govern instead. | Must sit wholly within the house, existing or new. |
| Parking | The County form asks for one space on a new detached ADU when the house is already built, the usual remodel case, or the site sits over half a mile from public transit. A garage or carport demolished or converted for an ADU need not be replaced. State exemptions can remove the space, and state law prevails on a conflict, so confirm for the address. For ADUs of about 800 sq ft or smaller, no parking space is required. | No added space for a JADU. If a garage or carport is converted for one, the two spaces the house needs must be replaced. |
| Owner occupancy | Ordinary ADUs carry no owner-occupancy rule under state law. | The County handout says the owner must live in the main house or the JADU. State law limits that requirement to JADUs that share a bathroom with the main house. Confirm with the County Zoning Counter. |
| Impact fees | No impact fee at up to 750 sq ft of livable area. Above that size, the charge scales against the main house’s square footage. | A JADU at or under 500 sq ft pays no impact fee. |
| School fees | Nothing owed under 500 sq ft; local condition 3 explains the threshold. | Nothing owed under 500 sq ft, the same threshold as the ADU. |
| Review time | A written completeness notice comes within 15 business days. Where a house already stands on the lot, a complete application must be decided inside 60 days, failing which it is deemed approved under state law. The 60 days is a legal ceiling, not a typical timeframe. | No statutory decision clock applies to a JADU. |

A music room, a bath and a two-story exterior
The photos show an ADU music room with acoustic wall panels, an ADU bathroom with a vessel sink and oval mirror, and a two-story ADU exterior with a wood stair. These are examples from other work across the county, so they show finishes and building form, not scope tied to this community.
How we run an ADU projectStock plans are another route: the County has drawn dwelling-unit plans suited to detached ADUs. The set is roughly 85% done and leaves the project specifics for you to fill in. On a lot that already holds a house, the state’s 60-day decision limit from the table applies. Weighing an ADU against a room addition? Our ADU vs. room addition guide compares the two, and the County’s ADU information page is worth a read.
Turning a permitted accessory building into an ADU avoids most County standards, since only fire safety rules still apply to size, height, lot coverage and setbacks. If the conversion needs a 150 sq ft expansion for an entry and exit, the County allows it. Before design, call the fire department about setbacks, sprinklers and a hydrant, a step the County urges. A main house that never needed sprinklers does not force them onto the ADU.
Renting an ADU is allowed for terms of 30 days or longer. The unit is designed to stay with the main house rather than be sold on its own. A room addition follows the County fee rows above and the school-fee rule in local condition 3. Our room additions page covers scope, and our ADUs page walks through our process.
How long a Spring Valley remodel takes, clock by clock
Every remodel moves through design, the County’s plan check and the build. Our records below cover only the build stage for the jobs that have a scheduled duration. The table shows construction time scheduled on two completed jobs in nearby ZIPs. Those are plans, not measured run times.
| Project | Scheduled construction time |
|---|---|
| Bathroom remodel | A $41K job in nearby ZIP 91941 was scheduled at 3 weeks. |
| Kitchen remodel | An $82K job in nearby ZIP 91941 was scheduled at 7 weeks. |
- Plan review. The first plan check follows the County backlog in the permit steps above. Clearing Conditions of Approval comes before the permit, and the County advises reviewing that list early.
- ADU review. The ADU table gives the state’s decision deadline. Read it as a ceiling, not an average.
Your schedule, photos and decisions live in Buildertrend, so the record of what was approved and when stays in one place.
What homeowners say
We hold a 4.7-star rating on Google across 101 reviews, and more than 300 reviews across Google, Yelp and Houzz. Three short excerpts, quoted exactly:
“They did a more than beautiful job, efficient, expert skills, such nice guys at the site and eco builders team who made sure everything went smoothly.”
“The workers were always very polite, responsive and responsible. They did good work and cleaned up each day when they left.”
“Innovative suggestions for the best dollar value.”
None of these excerpts names a place, so we label them by project type only. The one marked remodel does not say which room.

What to check before you hire
- Ask who files with the County. Before any contract is signed, request a written answer on who files the application, clears Conditions of Approval, and schedules inspections.
- A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
- A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
- Fire and sewer answers in writing. Ask the fire authority for the address, which for much of Spring Valley is San Miguel Fire & Rescue, and ask the sewer and water agencies what they will require before you sign.
1. Does the address sit in unincorporated Spring Valley, or inside La Mesa or Lemon Grove?
2. Which school districts serve this address for elementary, middle and high school, and would the planned addition exceed the 500 sq ft threshold?
3. Which fire agency reviews the plans, and does the parcel carry Wildland Urban Interface or Fire Hazard Severity Zone status?
4. Is the lot connected to public sewer, and which water district serves it?
5. Does the planned ADU need a parking space? The form asks for one when the house is already built or the site is over half a mile from public transit, unless a state exemption applies.
Spring Valley remodeling FAQ
Which office handles a Spring Valley remodel permit?
The County issues it from its Planning & Development Services office. A Spring Valley mailing address can sit inside La Mesa or Lemon Grove instead, so confirm the parcel first.
How long is the first plan review in Spring Valley?
The County’s 2013 guide reports about 4 weeks of typical backlog before a first plan check on housing projects, and that roughly half of submittals go through more than 2 review rounds. Treat that as an older County benchmark, not a current service level. The County says some Conditions of Approval items, such as fire district approval and septic review, may take longer.
What are the County permit fees for a remodel here?
The County’s fee sheet, dated July 10, 2026, sets a plan review fee of $2,296 and a permit fee of $1,896 for a single-family remodel that adds no floor area. Impact, school and fire fees come on top, and these figures are County fees, not the cost of the work.
Is my Spring Valley lot on public sewer?
Most of Spring Valley is in the County’s sanitation service area, but whether a given lot is connected is address-specific. Ask the County Sanitation District for the parcel’s status.
Which fire agency signs off on plans in Spring Valley?
It turns on the parcel. For much of the community it is San Miguel Fire & Rescue, which handles fire alarm and sprinkler plan review and says its plan check typically takes 10 business days, if your parcel is in its district. Confirm the district for your address before design begins.
How much does a kitchen remodel cost in Spring Valley?
Our records show three finished kitchens in the wider area: $32K, $82K and $86K. Two sit in La Mesa’s 91941 and one in Bonita’s 91902, with none in the Spring Valley ZIPs. Three projects are too few for a typical range; read each job on its own.
Is $300,000 enough to renovate a house in Spring Valley?
None of our 12 jobs in and around Spring Valley has a final value of $300,000 or more. The largest is an $86K kitchen. Whether $300,000 covers your renovation turns on the work itself, so a consultation is a better starting point than our job list.
What is the largest ADU the County allows here?
Whatever the main house measures, a detached ADU can run up to 1,200 sq ft. The ADU table above lists the attached-unit limits and the 500 sq ft cap on a JADU.
Are impact fees charged on a small ADU?
Impact fees are off the table, by state law, for an ADU at or under 750 sq ft and a JADU at or under 500 sq ft. Larger ADUs are charged against the main house’s square footage. A County waiver trial for ADU fees expired January 9, 2024, so plan check and permit fees follow the County schedule now.
Can I turn a garage into an ADU here?
Yes, provided the garage is a permitted accessory structure. Apart from fire rules, the County imposes no limits on that conversion’s footprint, roofline or yard distances, and a 150 sq ft expansion for entry and exit is allowed. No added parking space is needed.
