Rancho Santa Fe, CA 92067 · Home remodeling

A Rancho Santa Fe remodel runs through the County building permit and the Rancho Santa Fe Fire Protection District’s plan review and, if the parcel is inside the Covenant, through the Association’s Art Jury as well. Only 2 of our 17 completed jobs in and around the community sit inside the Rancho Santa Fe ZIPs (92067 and 92091). The other 15 are in nearby ZIPs, and we label each one by its place. Inside the Covenant, exterior work needs the Art Jury’s written approval before it starts, which can change both the schedule and the scope.

  • Under $32K, 3 jobs: a bathroom at $24K, a kitchen at $25K and a remodel at $27K.
  • $32K to under $100K, 7 jobs: five bathrooms from $32K to $59K, a kitchen at $96K and a remodel at $68K.
  • $100K and up, 7 jobs: a bathroom at $128K, kitchens at $163K and $265K, remodels at $116K, $212K and $261K, and the $145K outdoor job.

Scope drives the spread. Inside the Covenant, exterior changes bring in the Art Jury, a residential remodel brings sprinklers, and a lot off public sewer brings septic review.

ADUs and additions: planning ranges

The 17 jobs include no ADU and no addition, so no local range is published for either. Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.

ADU figures are Eco’s published San Diego planning ranges. Addition figures are the 2025 Cost vs. Value Report, Pacific region; sizes shown are its midrange definitions, and the upscale versions are larger.

Bathroom addition (6 × 8 ft midrange)$65,326 midrange; $121,772 for the larger upscale versionAdditions of 1 to 100 sq ft: review $452, permit $1,272.

Per-square-foot figures cover construction only. Compare totals with totals, not rates with sizes.

Our cost guides cover bathrooms, kitchens, ADUs and additions. Those guides follow City of San Diego permit rules, so this page is the County version.

Rancho Santa Fe permits and fees, step by step

Rancho Santa Fe sits in unincorporated county land, so no city permit office exists here. The County’s PDS Building Division, at 5510 Overland Ave., Suite 110, issues the building permit. The fire district reviews fire plans, and the Association reviews projects inside the Covenant under its own rules, so one remodel can pass through three offices.

Use the County’s unincorporated-area map to confirm the parcel; a ZIP code will not settle it.

What needs a permit. Small structures can qualify for an exemption when their size and location fit the County’s criteria, and the County asks you to call when unsure. Exempt work still answers to the zoning rules and the health and safety codes. Plan sheets need a licensed civil engineer’s, structural engineer’s or architect’s signature, except where form PDS 118 allows otherwise.

Approvals and steps, drawn from the PDS 441A guide, the Association’s permit form and the fire district’s plan pages.
StepWhat happensTime
1. Apply and payFiling runs through the PDS Building Division. For simple jobs, an online filing through Accela is also available. The clock begins once the fee balance is paid. The plan check runs out 1 year after submittal, and resubmitting means a new fee.
2. Art Jury reviewInside the Covenant, exterior color, openings, additions and major construction need written Art Jury approval before work. File through the Association’s Accela portal with dues current. Incomplete files are not reviewed.Follows the Association’s 2026 Submittal Schedule. Files are held first come, first served.
3. County plan checkCorrections come back in rounds. The County’s guide says roughly half of files take more than 2 rounds before approval.Around 4 weeks for a residential file, per the 2013 guide.
4. Fire district reviewSend plans through the District’s Accela portal under the residential remodel record type. Plans needing third-party review go to that reviewer first.About 30 business days from payment. It moves with staffing.
5. Conditions of ApprovalA Permit Record ID arrives with conditions that must be met before the permit is released. Fire, flood control, septic and driveway items may take longer.Cleared ahead of issuance.
6. Association permitFor a parcel inside the Covenant, once the Art Jury approves, the Association issues its own construction permit. County-approved plans go to the Association with perforations that show County review. Starting early falls under Covenant enforcement.Needed before any work starts.
7. Permit issuedThe permit lapses if work does not begin within 2 years. Passed inspections must come every 180 days or sooner, and the job closes out within 3 years.Lapses if work has not started within 2 years.

Each office keeps its own clock. The figures overlap and do not add up to one promise.

Fire plans go to the district, not the County

Rancho Santa Fe is served by a district of its own. The County Fire Marshal’s page names only the districts it covers, and this one is not on that list. After you confirm the district for the address, send the fire plans to the Rancho Santa Fe Fire Protection District.

Getting the first submittal complete is the step you control. Our remodel timeline guide breaks down each clock.

Four local conditions that change scope and budget

1. Covenant review, if your parcel is inside it

If your parcel is inside the Protective Covenant, the Art Jury must approve in writing any change to exterior color, design or openings, and any major construction, including swimming pools and tennis courts. Interior-only work generally leaves the exterior alone, but the Association reviews openings, color, additions and site work, so confirm the scope with it. If you are in doubt, ask the Art Jury for a written ruling. Approvals lapse after 6 months for a preliminary style check or 1 year for a final plan review, and the Association gives no advance notice. The Association can confirm whether your parcel is inside the Covenant at all.

2. Sprinklers and clearance around the house

If the district covers the address, the fire district runs its own review. It requires automatic sprinklers in residential structures, new and remodeled, and landscape and fuel modification plans for every residential job. We found no size threshold, so raise your scope early. The County’s ADU handbook sets a fuel modification area 100 feet around structures, or to the property line where nearer, with the inner 50 feet cleared, planted with fire-resistant plants and irrigated. The handbook also describes ADU sprinkler exemptions, but the District’s broader rule means confirming with the District first.

3. Older housing: what the medians show

Census figures put the median year built for the Rancho Santa Fe community at around 1977, with a margin of error of 7 years. The 92067 and 92091 medians are 1988 and 1987. Those are small-area figures, and ZIP areas only approximate ZIP codes, so quote the community figure for the community. A median does not show how many homes predate 1978, or how much of a given house is original.

4. Septic, sewer and the school fee

Lots without public sewer need septic review by DEHQ, the County’s environmental health office, and an ADU that adds a kitchen or bathroom may need a second tank. Feasibility is settled only by an approved OWTS Layout Application. San Dieguito Union High School District lists $2.83 per sq ft of livable space and exempts residential square footage of 500 sq ft or less. It also collects the fee for Rancho Santa Fe Elementary, so call SDUHSD for that amount, by appointment at (760) 753-6491, extension 5578, with the property address, parcel number and square footage. Its page does not date the $2.83 rate, so confirm it. State law lets a district charge on an addition only once its increase tops 500 sq ft, and then on all of the added space.

ADUs and room additions in Rancho Santa Fe

The County’s ADU rule sheet, PDS-611 (09/02/2026 revision), governs locally. State law overrides that form wherever the two disagree. Ask the Association whether its own rules limit an ADU, because this page covers County and state rules only.

PDS-611 (rev. 09/02/2026) sets the County’s ADU and JADU parcel rules, read with state law. State ADU law changes; confirm against the current code for your parcel.
RuleADUJunior ADU (JADU)
SizeDetached: as large as 1,200 sq ft, whatever the house. Attached: at most half the house and 1,200 sq ft, with the half rule waived at 850 sq ft or under (1,000 sq ft or under with two or more bedrooms).Capped at 500 sq ft, and only one per lot.
Height and setbacksDetached units are limited to 25 feet, but the form’s smaller-ADU section (about 800 sq ft or smaller) sets 18 feet. A new ADU keeps at least 4 feet from side and rear lot lines, except where a larger fire setback applies.Wholly inside the existing or proposed home.
ParkingUnits around 800 sq ft or smaller need no space, under the form’s smaller-unit section. A larger detached unit needs one space in two situations: the house already stands, or the lot is over half a mile from public transit. The space may sit in a setback or behind another car. A torn-down or converted garage need not be rebuilt. State exemptions can remove the requirement, so confirm by address. No space for the JADU itself. If a garage is converted or demolished for a JADU, the two spaces the house requires must be replaced.
Owner occupancyNo owner-occupancy rule for an ordinary unit: the County form is silent, and state law bars one.County text: the owner lives in the house or the JADU. State law requires it only where the JADU shares a bath with the house. Ask the County Zoning Counter to settle the conflict.
Impact feesNo charge at 750 sq ft or under of interior livable space; above that, the charge follows the main house’s size.No charge at 500 sq ft or under.
School feesExempt for units under 500 sq ft of interior space.Exempt for units under 500 sq ft of interior space.
Review timeWritten notice of completeness comes within 15 business days. With an existing house on the lot, a complete application gets a yes or no within 60 days, and no answer by then means approval under state law.State law gives no stated decision deadline for a JADU.

The County offers stock drawings for freestanding units. Those drawings are roughly 85% finished, and you complete the rest. To weigh an ADU against a room addition, start with our ADU vs. room addition guide; the County’s ADU information page is also worth a look.

A permitted accessory building converted to an ADU escapes most County size, height, lot coverage and setback rules, though fire safety applies. A garage conversion can add up to 150 sq ft for an entry and exit. Call the fire department early, since the County strongly encourages it. Rentals must run 30 days or longer.

A room addition pays the County fee rows shown earlier, and the school-fee threshold applies to the new floor area. For additions, see our room additions page; for ADUs, see our ADU page.

Timing: what a Rancho Santa Fe remodel runs

Two clocks matter here: scheduled construction time and each office’s published review time. The table lists only figures we can source.

Scheduled construction is what each job was planned for, not how long it took. Review times are published figures.

Each kitchen and remodel row is one job, not a sample, and each figure is a scheduled duration rather than an actual run time. The one outdoor job, in 92067, is scheduled for 52 weeks. No scope or reason for the longer schedules is on record, so we do not explain them. The records hold no design time, and the Art Jury publishes no duration.

  • Overlap. The clocks run side by side and do not sum to one promise. Ask each office for its current schedule before you set a start date.
  • ADU. 60 days is the legal ceiling for a complete application.

Buildertrend keeps the schedule, photos and approvals for every job, so the agreed record stays with the project.

How we run your project

Design-build keeps the drawings, the County and fire district approvals, the Association’s approval if your parcel is inside the Covenant, and the construction with one Eco team, so reviewer comments from every office come back to one project lead.

  1. Phone consultationWe talk through what you want to change, your timing and your budget range.
  2. In-home meetingAn Eco project director walks the house with you, looks at the space and talks through priorities and budget plainly.
  3. Concept and feasibilityDesign, selections and engineering are settled before anything goes to the County, the fire district or, if your parcel is inside the Covenant, the Association.
  4. ConstructionPassed inspections at least every 180 days keep the permit open, with progress, photos and decisions recorded in Buildertrend.
  5. Final projectFinal inspection, walkthrough and punch list, and the permit closed out.

What to check before you hire

  • Get the approval list in writing. Ask who files with each office, who answers the Conditions of Approval, and who books the inspections, before you sign.
  • A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
  • A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
  • Covenant and fire answers first. If the parcel is inside the Covenant, ask the Association whether the scope needs Art Jury approval, and ask the fire district what it needs from you.
Rancho Santa Fe questions to settle before design

Fire check: does the address fall inside the fire district’s boundary?

Covenant check: is the parcel inside the Covenant, and does the scope touch the exterior, an opening, the color, a pool or a tennis court?

Sewer check: is the lot on public sewer, or would an ADU kitchen or bath set off septic review?

Hazard check: does the County’s fire hazard map flag the lot?

School check: which district draws the boundary around the address, and does added floor area top 500 sq ft?

Rancho Santa Fe remodeling FAQ

Does a kitchen or bathroom remodel here need Art Jury approval?

Only if the parcel is inside the Protective Covenant. Inside it, exterior color, openings, additions and major construction need written approval. An interior-only remodel generally leaves the exterior alone, but the Association reviews openings, color and site work, so confirm the scope with it. If you are unsure, the Art Jury will rule in writing.

How long does a Rancho Santa Fe approval take?

Each office publishes its own figure, and the figures overlap rather than add up. The County’s 2013 guide puts a first residential check at roughly 4 weeks. The fire district says about 30 business days from payment. Inside the Covenant, the Art Jury works from the Association’s 2026 Submittal Schedule.

How long does a Rancho Santa Fe remodel take?

Scheduled construction time is on record for 8 of the 17 completed jobs. These are scheduled durations, not actual ones, and each kitchen and remodel line is a single job: kitchens at 14 weeks ($96K, 92024) and 31 weeks ($265K, 92091), and remodels at 19 weeks ($261K, 92127) and 36 weeks ($212K, 92024). Bathrooms ran 7 to 9 weeks across 3 jobs. Design time and Art Jury duration are not published, so no total is given.

What do County permit fees come to on a remodel here?

Plan review for a remodel that adds no floor area is $2,296 on the County’s schedule, with a $1,896 permit fee. Both figures took effect July 10, 2026. Impact, school and fire charges sit outside them, so the pair is not a remodel total.

What size ADU can be built here?

A freestanding unit under PDS-611 is capped at 1,200 sq ft whatever the house size. Attached units also stop at 1,200 sq ft; a unit of 850 sq ft or under, or 1,000 sq ft or under with two or more bedrooms, escapes the half-of-house rule. JADUs top out at 500 sq ft. Ask the Association about its own limits.

Are impact fees charged on a small ADU here?

Small units are exempt: an ADU at 750 sq ft or less, or a JADU at 500 sq ft or less, carries no impact fee under state law. Bigger ADUs are charged in step with the house. The County’s temporary waiver is finished, so the regular plan check and permit fees are what apply.

What school charge hits an addition in this area?

The district that covers the address sets it. San Dieguito Union High School District publishes $2.83 per sq ft of livable space and also collects the Rancho Santa Fe Elementary fee. Call SDUHSD for the elementary amount, by appointment at (760) 753-6491, extension 5578.

Is $300,000 enough to renovate a house in Rancho Santa Fe?

None of the 17 jobs we completed in and around Rancho Santa Fe finished above $265K in final contract value, so $300K is $35K more than the largest. Three jobs cleared $200K: a $265K kitchen in 92091, a $261K remodel in 92127 and a $212K remodel in 92024. Four landed between $116K and $163K, and 10 were under $100K. Only 2 of the 17 are in Rancho Santa Fe ZIPs. None of these records is a whole-house rebuild or addition, so they do not show that $300K is enough for an entire house. A real number starts with the scope, the County permit, the fire district review and, if the parcel is inside the Covenant, the Art Jury step.

How much does a kitchen remodel cost in Rancho Santa Fe?

The four kitchens in this set run $25K, $96K, $163K and $265K. Only the $265K one falls in a Rancho Santa Fe ZIP. The spread is too wide to average, so each figure stands alone.

How long do Covenant approvals last?

For a parcel inside the Covenant, an Art Jury approval for a preliminary style check lasts 6 months, and one for a final plan review lasts 1 year. An issued Association construction permit lasts 1 year. The Association sends no advance warning before those dates.
