Rancho Bernardo, CA 92127 · Home remodeling
In 92128, the median home was built in 1986, and 27 percent of its homes date to 1979 or earlier. Any structure 45 years old or older triggers the City’s historical check before a construction permit, which in 2026 means a house built in 1981 or earlier. The neighborhood sits inside City of San Diego limits, so the Development Services Department handles its permits. Across the 30 finished jobs we count near Rancho Bernardo, 9 of 15 bathroom remodels landed between $32K and $43K.

What a remodel costs in Rancho Bernardo
The final value counts the signed contract, approved change orders and selection upgrades. Items a homeowner buys directly are excluded. The bars pool all 30 completed jobs, including the neighboring ZIPs, since the 11 jobs inside the 2 Rancho Bernardo ZIPs are too few to set a range alone. In 6 of the 30, payments exceed the final value. The ranges use the contract value as recorded.
Final contract values, 30 completed Eco projects in ZIPs 92127, 92128 and neighboring ZIPs, rounded to the nearest $1,000.

Where the 29 bathroom, kitchen and remodel jobs fall
- Under $100K: 23 of the 29. Per type, 14 of 15 bathrooms, 4 of 5 kitchens and 5 of 9 larger remodels.
- $30K or less: 2 bathrooms, 2 kitchens and 1 larger remodel.
- Top of the range: 2 larger remodels, at $261K and $289K.
In our experience, most budget movement comes after design, when the scope grows. A bathroom folded into a larger remodel, moved walls or upgraded cabinets each raise the number, and each approved change is recorded in the final value. The signed contract is the starting figure, not the finish line.
ADUs and additions: planning ranges
We lack enough finished ADUs or additions in these ZIPs to publish a local range.
Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither figure is a bid for your house.
| Project | Planning range | What sits on top in Rancho Bernardo |
|---|---|---|
| Detached or attached ADU | $375–$600 per sq ft for construction, plus $8,000–$25,000 for design | Permit and school fees. The ADU rules table below lists each one. |
| Primary suite addition (24 × 16 ft, about 384 sq ft) | $185,431 midrange; $390,895 for the larger upscale version | A 384 sq ft suite stays under the 500 sq ft school-fee line. City plan check and inspection charges still apply. |
| Bathroom addition (6 × 8 ft midrange) | $65,326 midrange; $121,772 for the larger upscale version | Under the 500 sq ft school-fee line. Plan check and inspection charges still apply. |

Schedule a consultationRancho Bernardo permits and fees, step by step
Rancho Bernardo sits inside City of San Diego limits and has no permit office of its own. Every building permit runs through the Development Services Department (DSD), which accepts submittals online through the Accela portal. Each ADU and JADU requires a City building permit, with no exemption.
What needs a permit. Scope decides the path. Structural work, new plumbing fixtures and changes to exterior walls push a remodel off the simplest track, so give DSD the full scope up front. The FAQ covers the narrow case that can bypass plan review.
| Step | What happens | Time |
|---|---|---|
| 1. Historical screen | For structures 45 years old or older, staff decide if a potentially significant historical resource sits on the parcel. This review is never handled at the counter. | Commonly 10 business days (ministerial) or 20 (discretionary). |
| 2. Resource found | Changes and additions get reviewed against the Interior Department’s treatment standards for historic buildings. | Folded into step 1. |
| 3. No resource | No further historical review applies to the parcel for 5 years. | 5 years. |
| 4. Initial plan review | DSD’s posted target dates for single dwelling units: Short (alterations or additions under 3,000 sq ft, no density increase), Medium and Long. | Short 8 business days, Medium 10, Long 15. Rechecks 6 each; the final version 5. |
| 5. Rapid Review | Interior work on single dwelling homes, where 1 ADU or JADU may be part of the scope, plus first-floor additions of at most 750 sq ft. | 6 business days for the first pass, 2 per recheck. |
| 6. Permit lifespan | Permits for single-family homes lapse 3 years after issuance. | 3 years. |
These steps come from City bulletins only. Some parcels need reviews that are not listed here, so ask DSD about any other review before you lock a schedule.
What the City charges here
Base amounts below come from IB 501 (August 2026). DSD calculates the final fee from your drawings, so use them as a reference point rather than a total.
| Fee | Amount |
|---|---|
| General Plan Maintenance Fee, charged once per project at application; skipped when no plan review applies | $737.00 |
| Smaller single-dwelling tier, 500 sq ft: plan check and inspection | $3,512.92 plan check; $2,228.29 inspection |
| Larger single-dwelling tier, 3,000 sq ft: plan check and inspection | $8,085.26 plan check; $8,401.90 inspection |
| Mapping fee when plans go to review | $12.16 |
| Fee on amounts the City collects for other agencies, charged once per project | $17.11 |
| Lead Hazard Prevention fee, if the house was built before 1978 | $58.00 |
| Hourly historical resource plan check, billed at issuance | $177.68 per hour |
| Seismic fee, due alongside the City permit | 13 cents per $1,000 valued |
| Building Standards fee (state) | $4 per $100,000 valued, $1.00 floor |
| School fee on added space over 500 sq ft | Set by the school district; see local condition 4 |
Development Impact Fees follow the project’s type, size and location under the City’s nexus studies for parks, mobility, libraries and fire. The Citywide DIF calculator uses your parcel number to estimate them. We leave the dollar figure out of this page and point you to the calculator.
Plan check at project set-up works differently. Every building permit project carries a non-refundable hourly plan check charge, based on 2.5 hours of review time, that feeds the impact-fee calculation and must be paid before review. The bulletin does not print its dollar amount, so we do not guess one.
Parts of ZIPs 92127 and 92128 border areas outside the City. An address there may permit through another city, so have DSD confirm the parcel is inside City limits before you price anything.
A complete first submittal is the quickest way to avoid a recheck, and every recheck adds 6 business days to a Short project. Our remodel timeline guide breaks down the clocks.
4 local conditions that change scope and budget
The City Council adopted Rancho Bernardo’s first plan in 1962, and the community is the northernmost residential part of the City of San Diego. Four conditions here change scope, schedule or budget.
1. Home age and the 45-year check
Census figures put the median home in 92127 at 2003 and in 92128 at 1986. In 92128, 27 percent of homes were built in 1979 or earlier. These are ZIP-level estimates, not neighborhood counts, and the median carries a margin of error of 1 to 2 years. Because the grouping stops at 1979, homes from 1980 and 1981 also reach the 45-year mark, which as of 2026 means any structure built in 1981 or earlier. Interior-only work, and electrical or plumbing work, skips the check when the exterior stays the same.
2. Fire zones and brush near open space
Fire hazard zones are drawn parcel by parcel from vegetation density, slope and similar factors, so the neighborhood name cannot tell you whether your lot is in one. Look up your address on the City’s parcel map. The State Fire Marshal has also released an updated 2025 map. The 2007 Witch Creek and Guejito fires destroyed 365 residences inside City limits, every one of them in Rancho Bernardo. For a parcel in a zone, additions and remodels on a building whose permit was deemed complete on or after August 27, 2009 must follow California Residential Code section R337, as the City amends it. That code governs fire-resistant exterior parts such as ember-resistant vents, roofing, siding and decking. An addition that sits in or encroaches on a Brush Management Zone also follows the City’s brush rules, which reach premises within 100 feet of a structure with native or naturalized vegetation.
3. Hillsides and sensitive land
A 2018 posting of the community plan calls the terrain rolling hills, ridges and knolls rising from valley and canyon floors. That plan refers to a hillside review for slopes over 25 percent. The City now applies its Environmentally Sensitive Lands rules instead, which cover steep hillsides and sensitive biology. When any part of a lot has either, those rules govern the entire lot, so a level building pad does not settle the question. Ask DSD to review the parcel before you design a rear addition.
4. School fees depend on the district and the 500 sq ft line
Rancho Bernardo is served by school districts other than San Diego Unified, so the district serving your address sets the school fee. The City’s school-fee bulletin excludes residential construction that adds 500 sq ft or less of assessable space. Above that line, state law allows the fee on the total added space, not only the excess. Poway Unified School District posts a rate of $5.38 per square foot for residential additions above 500 sq ft. City addresses also need the City’s School Charge Approval Form. Garages, decks and patios do not count as assessable space. Confirm the district and current rate for your address before you set a budget.
ADU and addition rules for Rancho Bernardo
The City’s ADU rules sit in Information Bulletin 400 (January 2026). State statutes add review clocks on top of them.
| Rule | ADU | Junior ADU (JADU) |
|---|---|---|
| Dimensions | 150 to 1,200 sq ft. A single ADU of up to 800 sq ft can be built even above the lot’s floor area cap. | 150 to 500 sq ft, carved from a house or an attached garage. |
| Setbacks | Side and rear lines are allowed, subject to fire separation. A unit taller than 16 feet beside residential property needs 4-foot side and rear setbacks. In a Very High Fire Hazard Severity Zone, 4-foot setbacks apply at any height. | Matches the setbacks of the house it sits in. |
| Height and stories | Bound by the base and overlay zone height limit. On lots limited to single-dwelling development, a detached ADU stays at 2 stories or fewer. | No separate height standard; it lives inside the existing structure. |
| Parking | Outside the Coastal Overlay Zone, no space is required. Within that zone, 1 space can apply in the Beach Impact Area, away from transit priority areas, unless the unit is 500 sq ft or less. | Not required. |
| Occupancy and rent | Owner occupancy is not required. Rentals must run at least 31 consecutive days. | The owner lives on site, unless the JADU has separate sanitation. |
| Count per lot | On a single-dwelling lot: the house, 1 new ADU, 1 converted ADU and 1 JADU. | Included in that count. |
| Fees | General Plan Maintenance Fee of $737.00. Development Impact Fees are waived on ADUs under 750 sq ft. School fees arise only above 500 sq ft. | General Plan Maintenance Fee of $737.00. School fees arise only above 500 sq ft. |
| Timing | Preapproved designs get a 30-day review. Otherwise the completeness notice comes within 15 business days, and where a house already sits on the lot, state law gives 60 days from a complete filing. | The state 60-day clock applies to ADUs, not JADUs. |

Timing for a remodel in Rancho Bernardo
Three timelines run in parallel: design, City review and construction. The figures below are scheduled durations from our job records. A schedule records what was planned before work began. It does not prove how long the job actually took.
| Project | City review | Construction (scheduled) |
|---|---|---|
| Bathroom remodel | First-pass estimates: 8 business days (Short), 10 (Medium), 15 (Long). Rechecks take 6 each. Interior work may qualify for Rapid Review at 6 and 2. | Scheduled for about 2 weeks in 92128 and 9 weeks in 92127. A bathroom in a neighboring ZIP was scheduled for 13 weeks. |
| Kitchen remodel | Scheduled for about 9 weeks, for 1 kitchen in a neighboring ZIP. | |
| Larger remodel | Scheduled for about 7 weeks in 92128. Neighboring-ZIP jobs were scheduled for 6 and 10 weeks. | |
| ADU | Preapproved designs move in 30 days. Otherwise, completeness comes within 15 business days; state law then sets 60 days. | Depends on the design. We set a date once the plans are final. |
A house 45 years old or older also needs the historical check, which typically adds 10 business days to a ministerial project. Each figure above is one job’s schedule, so read them as examples, not averages.
Every job’s schedule, photos and client decisions are logged in Buildertrend, and we measure actual progress against that record.

What to check before you hire
- Start with the build year. Ask when the house was built. For a build year of 1981 or earlier, the historical check comes first on any job that alters the outside of the house.
- A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
- A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
- A named person for the City file. Find out who files the plans with DSD, who answers when the City sends a correction, and who pays any school fee. Get those answers in writing before you sign.
1. Is the address inside City limits? Both ZIPs border nearby areas.
2. Was the house built in 1981 or earlier, and does the work change the exterior?
3. Is the parcel mapped as a Very High Fire Hazard Severity Zone? Check the City’s parcel map by address.
4. Does the lot have steep slopes, native habitat or native vegetation within 100 feet?
5. Will an addition exceed 500 square feet of assessable space, and which school district serves the address?
Rancho Bernardo remodeling FAQ
Do Rancho Bernardo remodels have to meet wildfire building rules?
Only when the parcel is mapped in a Very High Fire Hazard Severity Zone. Zones are mapped parcel by parcel, so check your address on the City’s map. If the existing building’s permit application was deemed complete on or after August 27, 2009, additions and remodels there follow California Residential Code section R337, as the City amends it. That section governs exterior components such as vents and roofing.
Does a kitchen or bathroom remodel here need plan review?
Possibly not. The City can issue a building permit without plan review for a kitchen or bathroom remodel in a house or condominium (Group R-2 or R-3) that changes no structural element, wall framing or exterior wall and adds no plumbing fixture. A building permit is still required. Moving a fixture, opening a wall or making any structural change takes the job off this track. If any building on the site is 45 years old or older, the plans still go to DSD for historical review, which typically takes 10 business days.
My Rancho Bernardo house backs onto open space. Do slope rules apply?
They can. If any part of the lot has steep hillsides or sensitive biology, the City’s Environmentally Sensitive Lands rules govern the whole lot. Brush management also applies to structures within 100 feet of native or naturalized vegetation, and where it is required the City sets a fire break between the building and that vegetation. Have DSD check the lot before you design a rear addition.
What school fees apply to a Rancho Bernardo addition?
None on added space of 500 square feet or less. Above 500 square feet, the fee applies to the whole added area. The district serving your address sets the rate, and local condition 4 above gives the published figure and the approval form.
How much does a bathroom remodel cost in Rancho Bernardo?
Of the 15 bathroom remodels we have completed across 92127, 92128 and neighboring ZIPs, 9 landed between $32K and $43K. In 92127 and 92128 the 5 bathrooms came in at $24K, $40K, $42K, $43K and $128K. The $128K job is much larger than the others, so read it as an outlier, not a typical number.
How much does a kitchen remodel cost in Rancho Bernardo?
The 2 kitchens we completed in 92127 came in at $25K and $163K. Across every ZIP we count, the 5 kitchens landed at $25K, $30K, $60K, $96K and $163K. The spread is too wide to average, so use the list as a range and send us your scope for a number.
Is $300,000 enough to renovate a house in Rancho Bernardo?
None of the 29 bathroom, kitchen and larger remodel jobs we completed in these ZIPs and neighboring ones reached $300K. The 2 largest larger remodels finished at $261K and $289K. Those 2 jobs cannot set a price, so a $300,000 budget should be tested against a written scope.
How many ADUs can go on one lot here?
On a single-dwelling-unit lot, the City allows the house, 1 new ADU (attached or detached), 1 ADU made from existing space or an existing accessory structure, and 1 JADU. The zone determines the count, so confirm your lot’s zoning on the City’s portal first.
