Mira Mesa, CA 92126 · Home remodeling

Eco has completed 4 jobs inside ZIP 92126, and their contract values run from $20K to $62K. Counting the three adjacent ZIP codes that have jobs, the set holds 17 completed jobs, and the bathrooms among them span $17K to $87K. The permits come from the Development Services Department of the City of San Diego (DSD), because Mira Mesa sits within the City rather than standing as its own municipality. Start with the year built, since homes from 1981 or earlier reach the 45-year historical screen.

The figure we report is the contract as signed, plus approved change orders and client-chosen upgrades. Client purchases made directly are excluded. We use all 17 jobs, because a spread drawn from the four in ZIP 92126 alone would be too thin to trust.

From our experience, a bathroom that grows in scope, a moved wall or upgraded cabinetry usually surfaces after design. Each approved change carries into the final number.

ADUs and additions: planning ranges

Our ADU and addition work in these ZIP codes is too thin to set a local range, so the figures below rest on wider San Diego work.

Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.

ADU figures are Eco’s published San Diego planning ranges. Addition figures are the 2025 Cost vs. Value Report, Pacific region; sizes shown are its midrange definitions, and the upscale versions are larger.
ProjectPlanning rangeWhat sits on top in Mira Mesa
Detached or attached ADU$375–$600 per sq ft for construction, plus $8,000–$25,000 for designThe $737.00 General Plan Maintenance Fee and City plan check. No impact fee below 750 sq ft.
Primary suite addition (24 × 16 ft, about 384 sq ft)$185,431 midrange; $390,895 for the larger upscale versionBilled under the fee table above
Bathroom addition (6 × 8 ft midrange)$65,326 midrange; $121,772 for the larger upscale versionBilled under the fee table above

The per-square-foot range covers construction only, so 500 sq ft at $375 to $600 per sq ft comes before the $8,000 to $25,000 design fee, site work and fees. The $220,000 to $350,000 figures are whole finished projects of about 500 sq ft.

Permits and fees in Mira Mesa, step by step

Permits here go through DSD’s Accela portal, and the City’s bulletins and municipal code apply directly, since the neighborhood sits inside the City.

What needs a permit. Every ADU and JADU needs a City building permit, without exception. Kitchen and bath remodels need one too, even when plan review is skipped.

How the City moves a Mira Mesa permit: bulletins 100, 203 and 580, Rapid Review, and the code.
StepWhat happensTime
1. Historical screenOn a parcel with a building 45 years old or more, DSD screens for any potentially significant historical resource ahead of the construction permit. Interior-only work and electrical or plumbing-only permits are exempt if the exterior does not change.Ministerial: about 10 business days. Discretionary: 20. No over-the-counter option.
2. Standard plan reviewDSD sorts single-dwelling projects into tiers. Short covers projects under 3,000 sq ft that do not raise density, including alterations and additions.First pass estimated: Short 8, Medium 10 or Long 15 business days. Rechecks take 6; the final version takes 5.
3. Rapid ReviewInterior remodels of single-dwelling homes, plus a first-floor addition of 750 sq ft at most, with one ADU or JADU possible.First review in 6 business days; rechecks in 2.
4. No-plan permitInterior kitchen or bath work in an R-2 or R-3 house or condo that leaves structure and exterior walls alone and adds no fixture.Plan review skipped. The historical check still runs where step 1 applies.
5. Community plan overlayOnly sites the plan marks. Interior work that adds no floor area and no change of use is exempt. Other work follows the plan or needs a Process Three Site Development Permit.Depends on the parcel. DSD confirms whether a site is marked.
6. Coastal Development PermitA separate City approval inside the Coastal Overlay Zone, on top of the building permit, unless the work is exempt.Depends on the parcel. DSD or the City zoning portal confirms the zone.
7. Permit lifespanA building permit for a house or duplex expires after its term.3 years from issuance.

These are DSD’s estimates, not promises. This table cannot list every review a site might trigger, so raise unusual cases with DSD early.

Development impact fees turn on a project’s type, size and location, measured against the City’s nexus studies for parks, transportation, libraries and fire. A City calculator keyed to the parcel number produces the impact fee, so use it rather than a figure from us.

Each permit project also carries a non-refundable hourly charge, counted on 2.5 hours of review, that is set at project start for the impact-fee math. It must be paid before review begins. The bulletin prints no figure for it, and we will not estimate one.

School fee threshold

San Diego Unified serves all of ZIP 92126 and charges $5.38 per sq ft of new residential space, at rates effective May 10, 2026. Up to 500 sq ft of added assessable space pays nothing. Past 500, the fee covers the whole increase. A 520 sq ft addition at $5.38 comes to $2,798. Decks, patios and garages sit outside assessable space, and the district, not the City, handles credits.

A missing item in a first submittal sends the plan back, and each Short recheck costs 6 business days. Our remodel timeline guide covers each clock.

Four local factors that set the scope in Mira Mesa

Mira Mesa was annexed to the City in 1958, when it was a brush-covered mesa with finger canyons. Between 1980 and 1990, the plan says, large single-family tracts gave way to condominium and apartment projects. Four conditions shape the work here.

1. House age and the historical screen

Census data for ZIP code tabulation area 92126 show a median build year of 1984, with 40 percent of homes built in 1979 or earlier. They describe whole ZIP areas rather than single blocks, and the median is accurate to within 1 to 2 years. Counting to 2026, any house 45 years old or more was built in 1981 or earlier. If staff find such a resource, every change is checked for consistency with the Secretary of the Interior’s Standards. Where they find none, further historical review is waived for 5 years.

2. Condominiums, apartments and marked sites

Census counts show 29 percent of homes here in five-plus-unit buildings, and 53 percent detached. The no-plan permit reaches kitchen and bath work in condo buildings (R-2 or R-3) as well as in houses. The community plan also marks some sites for extra rules through its overlay zone. Interior work that adds no floor area and keeps the use is exempt, and most single-family streets are not marked.

3. Airport influence area (MCAS Miramar)

Part of Mira Mesa lies in MCAS Miramar airport influence areas, and the plan requires compliance with the Airport Land Use Compatibility Plan there. The City enforces it through the Airport Land Use Compatibility Overlay Zone, which checks new work for noise, safety, airspace height and overflight. Interior modifications and exterior repairs that add no intensity, density, floor area ratio or height are exempt. The map is drawn by parcel, so ask DSD where your lot falls.

4. Steep slopes, sensitive habitat and the Coastal Zone

Portions of the community are within the Coastal Zone and subject to the California Coastal Act. A Coastal Development Permit is a separate City approval on top of the building permit wherever the Coastal Overlay Zone applies, unless the work is exempt. If any part of a lot has steep hillsides or sensitive habitat, the Environmentally Sensitive Lands rules reach the whole parcel. A few isolated vernal pools are reviewed against the City’s habitat plan.

ADUs and room additions in Mira Mesa

City Information Bulletin 400 (January 2026) sets the ADU and JADU rules, and state law adds review clocks on top.

SetbacksSide or rear lines are allowed where fire separation permits. Above 16 feet beside a residential lot, 4-foot side and rear setbacks apply. In a mapped Very High fire hazard zone, the 4-foot rule applies at any height. Inside the Coastal Overlay Zone, the 4-foot rule is not yet in force until the Coastal Commission certifies it.Same setbacks as the main house.
HeightZone height rules apply in full. On a lot allowing one house only, a detached ADU tops out at 2 stories.Built inside the existing house or attached garage, with no separate height rule.
ParkingNothing is required outside the Coastal Overlay Zone. Inside it, a single space applies only in the Beach Impact Area beyond transit priority zones, and an ADU of 500 sq ft or less is exempt. Confirm the zone with DSD before you design. No parking required. A converted garage need not be replaced, unless it sits in the coastal Beach Impact Area.
Who lives on site and rentThe owner need not live on site. Leases run at least 31 consecutive days.Owner on site, except where the JADU has separate sanitation or the owner is a government agency, land trust or qualified housing organization.

How we run an ADU project

Plans preapproved by the City move in 30 days. Any other ADU application gets a completeness answer within 15 business days. Where a house already stands on the lot, state law then sets 60 days to approve or deny a complete application, and silence past that point counts as approval. Treat the 60 days as a ceiling, not a forecast.

Room additions that create no unit follow the house permit path, and a first-floor addition of 750 sq ft at most can qualify for Rapid Review. Our ADU vs. room addition guide and room additions page cover the choice and the build.

How long a Mira Mesa remodel takes

Three clocks overlap here: design, City review and construction.

  • City review. The first pass is estimated at 8, 10 or 15 business days by tier; each recheck takes 6.
  • Construction. Each figure is one job’s schedule, not a norm. The longest in this set is 10 weeks.
City review estimates beside the scheduled construction durations of completed Eco jobs.

Kitchen remodelNo plan review for kitchen work in a house or condo with no structure, wall or fixture change. Interior-only work can use Rapid Review (6 business days); other work takes the Short tier (8 business days). One scheduled job in neighboring ZIP 92129: about 9 weeks.

Eco has no scheduled build times for bathrooms or ADUs in this set. Houses from 1981 or earlier also run the historical screen ahead of the construction permit, which adds to the front end. Progress is tracked in Buildertrend against each job’s schedule, with photos and decisions logged alongside.

How we run a Mira Mesa project

One Eco team holds the project from design through the City submittal and into construction, so the plans you approve are the plans DSD reviews.

  1. Phone consultationWe talk through what you want to change, your timing and your budget range.
  2. In-home meetingAn Eco project director walks the house with you, looks at the space and talks through priorities and budget plainly.
  3. Concept and feasibilityDesign, selections and engineering are resolved before the plans go to DSD.
  4. ConstructionEach stage is inspected, and progress, photos and decisions are logged in Buildertrend.
  5. Final projectFinal inspection, walkthrough and punch list, and the permit closed out.

What to check before you hire

  • Know the build year first. Houses from 1981 or earlier trigger the historical screen, which can reshape both drawings and schedule.
  • A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
  • A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
  • School fee paperwork. Ask who files it and who pays. Confirm the district for the address first, and get both answers in writing.
Mira Mesa questions to settle before design

1. Build year, and does the work reach the exterior?

2. Does the lot sit in the Coastal Overlay Zone or a Beach Impact Area?

3. Is the lot inside an MCAS Miramar airport influence area?

4. Does the lot carry steep slopes or sensitive habitat?

5. Would the addition push added space past the 500 sq ft school-fee line?

Mira Mesa remodeling FAQ

Does a kitchen or bathroom remodel in Mira Mesa need plan review?

Not always. Kitchen and bath work in a house or condo building can skip plan review when it leaves the structure and walls alone and adds no fixture. A permit is still needed. A fixture that moves, or a wall that opens, sends the job back to plan review, and a house 45 years old or older still gets a historical check.

My Mira Mesa home is over 45 years old. Does the City review it for history?

Yes. DSD checks older parcels for historic resources before a construction permit issues. The check runs about 10 business days for ministerial work and 20 for discretionary, with no over-the-counter option. Work confined to the inside is exempt when nothing outside changes, and with no finding the parcel is cleared from further review for 5 years.

Does the airport influence area affect a Mira Mesa remodel or addition?

It can. Part of Mira Mesa is inside MCAS Miramar airport influence areas, and new work there is checked under the City’s airport overlay. Interior work and repairs that add no intensity, density, floor area ratio or height are exempt. Maps are drawn by parcel, so DSD should confirm your lot.

Is Mira Mesa in the Coastal Overlay Zone?

Portions of the community are within the Coastal Zone under the California Coastal Act. Within the Coastal Overlay Zone, a City Coastal Development Permit sits atop the building permit unless the work is exempt. Check your parcel with DSD first.

What is the Community Plan Implementation Overlay in Mira Mesa?

It is the City’s tool for marking specific sites with extra rules. The Mira Mesa plan uses it on marked sites, where interior work with no added floor area and no change of use is exempt. Other work follows the plan or a Process Three Site Development Permit. Most single-family streets are unmarked.

How much does a bathroom remodel cost in Mira Mesa?

Three bathrooms in ZIP 92126 finished at $20K, $33K and $62K, and we list each rather than average them. Across the 11 bathrooms in ZIP 92126 and the adjacent ZIPs, 7 landed between $35K and $71K. Our team prices the job from the plan and finish list.

How much does a kitchen remodel cost in Mira Mesa?

Our one completed kitchen in the set finished at $60K, in neighboring ZIP 92129. One job is not a range. Layout, cabinetry and any moved plumbing set the number. Share the plan and finish list, and a price follows.

Is $300,000 enough to renovate a house in Mira Mesa?

Our completed jobs here cannot answer that for a whole house. The largest of the 17 finished at $124K, and no job in the set is above it. Whether $300,000 is enough depends on the scope, the build year and permit requirements, so set the budget from a written scope.

Does an ADU in Mira Mesa pay a school fee?

An ADU of 500 sq ft or less pays no school fee. Above 500 sq ft, the school fee rule in the permit section applies to all of the added space. Credits and exemptions go to the district.
