Poway, CA 92064 · Home remodeling

Most bathroom remodels we have completed in and around Poway finished between about $32,000 and $43,000; two smaller ones came in under $25,000 and the four largest ran $65,000 to $128,000. Kitchens ranged from $25,000 to $163,000. Those are final contract values from our own completed projects, not estimates. Permits come from the City of Poway, not the City of San Diego, and the City publishes a first building review of up to 10 to 12 business days. Below are the projects, the numbers, the permit fees and the Poway rules that change scope and budget.

What a home remodel costs in Poway

The most honest price guide we can give you is where our own signed contracts in this part of the county finished. The bars below cover 29 of the 30 completed projects counted above (the 30th was landscaping). Each figure is the final contract value: the signed contract plus approved change orders and selection upgrades, as recorded in our project system. It does not include anything the homeowner bought directly, such as appliances, or work invoiced outside the contract. On three of the bathrooms, our records also show payments above the final contract value; the largest reached about $162,000 in total payments.

What $30,000, $100,000 and $250,000 bought here

  • Around $30,000: two of our five kitchens finished at or under about $30,000, as did two of the fifteen bathrooms. In our experience, at that budget it pays to keep the existing layout.
  • Under $100,000: 23 of our 29 completed remodels: 14 of 15 bathrooms, 4 of 5 kitchens and 5 of 9 mixed-scope remodels.
  • Over $250,000: two remodels, one of them in Poway.

In our experience, two things explain most of the spread. The first is whether plumbing, walls or structure move. A bathroom that keeps its layout and changes finishes sits toward the bottom of the range; one that relocates the shower, enlarges the room or adds structural work sits toward the top. The second is finish level: tile, cabinetry and fixtures can move a budget as much as layout does. Kitchens are a small sample, so we list every one rather than pretend there is a typical number.

ADUs and additions: planning ranges

Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.

ADU figures are Eco’s published San Diego planning ranges. Addition figures are the 2025 Cost vs. Value Report, Pacific region; sizes shown are its midrange definitions, and the upscale versions are larger.
ProjectPlanning rangeWhat sits on top in Poway
Detached or attached ADU$375–$600 per sq ft for construction, plus $8,000–$25,000 for designCity permit and plan-check fees; impact fees (at 50% of the City’s standard rate) and stormwater fees only if the ADU is 750 sq ft or larger; possibly PUSD school fees above 500 sq ft (ask PUSD)
Primary suite addition (24 × 16 ft, about 384 sq ft)$185,431 midrange; $390,895 for the larger upscale versionCity permit and plan-check fees. No school fee at this size; PUSD charges $5.38 per sq ft once an addition exceeds 500 sq ft. Possible County health review on a septic property
Bathroom addition (6 × 8 ft midrange)$65,326 midrange; $121,772 for the larger upscale versionCity permit and plan-check fees

Our guides to bathroom remodel costs, kitchen remodel costs, ADU costs and home addition costs break each one down line by line. One caution: their permit sections describe the City of San Diego. Poway sets its own fees, shown next.

Poway permits and fees, step by step

Poway is an incorporated city with its own Development Services Department. Your remodel is permitted, inspected and finaled by the City of Poway’s Building Division, not by San Diego’s Development Services Department. Both follow the California building codes, but the forms, fees, portal and inspectors are different.

What needs a permit. With limited exceptions, the City requires a building permit any time you construct, alter, add to, repair or demolish a structure, inside or out. Its permit guide exempts finish work such as painting, tiling, cabinets and countertops. That exemption is narrower than it sounds: once a kitchen or bathroom moves a drain, adds a circuit or relocates a fixture, separate plumbing, electrical or mechanical permits apply.

How a building permit moves here, from the City of Poway Building Services page and its Residential Room Additions handout.
StepWhat happensTime
1. PlansA designer, architect or engineer prepares plans. A remodel or addition needs a full set; simple items built to City standards need only a plot plan.Depends on your design scope
2. SubmitThe application goes in through City of Poway Online Services. Only the owner, the licensed contractor or the contractor’s agent can pull the permit. When the set is complete
3. First reviewBuilding review, plus planning and engineering review when the project needs them.Up to 10–12 business days building; up to 28 calendar days planning and engineering
4. CorrectionsIf the City comments, the plans are revised and resubmitted, and the review clock runs again.Up to the same 10–12 business days per round under the City’s current guidance
5. IssueFees are paid and the permit issues. At payment
6. InspectionsRequested by phone or online before 4 p.m. for the next business day. An addition typically sees underground plumbing, foundation, roof nail and shear, frame, lath and drywall, then final.5–6 inspections for an addition

What a Poway building permit costs

Poway charges the building permit on a sliding scale by project valuation, then adds plan check at 75% of that fee. The City sets the valuation from construction type and area using a regional building-code formula, so it is usually not the same number as your contract.

Building permit and plan check fees from the City of Poway Master Fee Schedule effective July 20, 2026, rounded to the nearest dollar.
City valuationBuilding permitPlan check (75%)Together
$75,000$1,420$1,065about $2,485
$150,000$2,040$1,530about $3,570
$250,000$2,640$1,980about $4,620
Island with striped stools and woven pendants
Island with striped stools and woven pendants. Work by Eco Home Builders in San Diego County.

On top of the table: a $60 issuance fee per permit and a General Plan maintenance surcharge of 0.11% of valuation (about $165 at $150,000), which brings that project to about $3,800. If planning and engineering review the project, the City adds 25% and 15% of the building permit fee (about $4,600 at $150,000), and fire review fees apply where the Fire Department reviews. Plumbing, electrical and mechanical permits issued with the building permit carry no separate fee. State fees and, for additions and ADUs, school and impact fees are extra. The City will give you a fee estimate for a specific project; its Building Division is at (858) 668-4645.

The biggest factor in permit time is the same one we see everywhere: whether the first submittal is complete. A set with selections locked and structural details resolved can clear in one round. One that leaves decisions open usually draws comments, and each correction round adds another review. Our remodel timeline guide explains where those weeks go.

Next door is a different permit desk

Poway’s neighbors are permitted by three different agencies. Rancho Bernardo, Carmel Mountain, Sabre Springs, Rancho Peñasquitos and Scripps Ranch are City of San Diego neighborhoods. 4S Ranch is unincorporated and goes through the County of San Diego’s Planning & Development Services. Our project records in this area include permits from all three. If a contractor talks about “San Diego plan check” for a Poway address, ask which office they mean.

Four local conditions that change scope and budget

1. Fire hazard severity zones

Parts of Poway are mapped as Very High Fire Hazard Severity Zones, and the City’s own ADU policy sets separate rules for projects in them. New buildings there, including detached ADUs, must meet Chapter 7A of the California Building Code, which governs ignition-resistant exterior walls, decking, vents and eaves; ask early whether your addition’s exterior must as well. For a pre-approved ADU plan in a Very High Fire Hazard Severity Zone, the City also requires Fire Department approval of the landscaping. Look up your parcel on CAL FIRE’s zone map before design starts, because the answer affects materials, not just paperwork.

2. School fees on additions over 500 sq ft

California lets school districts charge fees on residential additions only when the added space exceeds 500 sq ft. Poway Unified School District then charges $5.38 per sq ft on the addition, and the City lists PUSD among the agencies whose fees are due before a permit issues. A 520 sq ft addition pays about $2,800; a 495 sq ft one pays nothing. If your plan sits just over the line, it is worth asking whether a slightly smaller room does the job.

3. Septic systems

Some Poway homes are on septic rather than City sewer; the City’s own water-quality guidance gives those homes separate advice. Its room-addition handout lists the County Department of Health among the agencies that may charge fees. Adding a bedroom or bathroom to a septic property can bring the system’s capacity into question, so raise it at the first meeting, not after plans are drawn.

4. ADU size and impact fees

Poway charges impact and stormwater fees only on ADUs of 750 sq ft or larger, and the impact fees at half the City’s standard rate. Designing a one-bedroom ADU to 749 sq ft instead of 800 avoids those fees. A junior ADU pays no impact or stormwater fees at all. PUSD’s fee page applies its $5.38 per sq ft fee to new residential construction over 500 sq ft, so ask PUSD how it treats your ADU before you fix the size.

ADUs and room additions in Poway

Poway’s ADU rules are in Municipal Code section 17.08.180(A). The City’s handout, updated June 2024, summarizes them. These are the points that most often shape a design:

City of Poway ADU and JADU rules, from the City’s ADU handout (updated 06/2024). State ADU law has changed since; confirm against the current code for your parcel.

If you also add a JADU, the ADU must be detached and is capped at 800 sq ft.500 sq ft, attached to the house

How we run an ADU project

Poway also adopted a pre-approved ADU policy in March 2025 that commits to a 30-day review for a pre-approved design. When the City published it, no plans had yet been submitted for pre-approval, and a search of poway.org in October 2026 found none posted, so ask the Building Division before assuming that route. For a custom ADU on a lot with an existing house, state law requires the City to approve or deny a complete application within 60 days. Our ADU vs. room addition guide covers which one fits which goal, and our Poway ADU page covers ADU projects here.

For a room addition, the City’s handout lists what the plan set must include: plot, foundation, floor, electrical, plumbing, mechanical and roof plans, elevations, structural details and calculations, truss drawings and energy compliance, plus soils and compaction reports when required. That is why an addition needs real design time before it can be priced honestly. More on our room additions and ADU pages.

How long a Poway remodel takes

A permitted remodel runs on three clocks, one after another: design, City review, and construction. The City’s part is the most predictable because its review times are published. The rest depends on scope:

  • Bathrooms. Two of our recent Poway bathrooms were scheduled for about 7 and 13 weeks from start to completion in our project system.
  • Larger remodels. These run longer and depend on how many rooms and systems change at once; we schedule each one from its drawings.
  • City review. Up to 10–12 business days for a first building review, longer when planning or engineering are involved, plus any correction rounds.

Design time depends on how much is changing and how quickly selections are made. Your schedule, photos and decisions are documented in Buildertrend, so you can see what is done, what is next and which decisions are still open.

How we run your project

Eco Home Builders is a design-build company: one team handles design, engineering coordination, permits and construction. A design has to work on paper, in the budget and in the field. Our process has five stages:

  1. Phone consultationWe talk through what you want to change, your timing and your budget range.
  2. In-home meetingAn Eco project director walks the house with you, looks at the space and talks through priorities and budget plainly.
  3. Concept and feasibilityDesign, selections and engineering are resolved before the plans go to the City.
  4. ConstructionCity inspections at each stage, with progress, photos and decisions documented in Buildertrend.
  5. Final projectFinal inspection, walkthrough and punch list, and the permit closed out.

What to check before you hire

  • A City of Poway business certificate. Poway requires one, with a valid contractor’s license and proof of workers’ compensation, before it issues a permit to a contractor.
  • A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
  • A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
  • A permit plan in writing. Who pulls it, which office, and which inspections to expect. Unpermitted work becomes the homeowner’s problem at resale.
  • Local proof. Ask for completed projects nearby and the permits behind them, not only a gallery.
Poway questions to settle before design

Which office permits the address: Poway, San Diego or the County. Whether the parcel is in a fire hazard severity zone. Whether the house is on sewer or septic. Whether an HOA must review the exterior. And whether the plan sits near a fee threshold: 500 sq ft for school fees, 750 sq ft for ADU impact fees.

Poway remodeling FAQ

How much does a home remodel cost in Poway?

On the projects we have completed in Poway and its neighboring ZIP codes, most bathroom remodels finished between $32,000 and $43,000, with the largest at $128,000. Our five kitchens ranged from $25,000 to $163,000, and mixed-scope remodels from $27,000 to $289,000. 23 of the 29 came in under $100,000.

Is $30,000 enough for a kitchen remodel in Poway?

Sometimes. Two of our five kitchens in the area finished at or under about $30,000. In our experience, at that budget it pays to keep the existing layout. Our other three ran $60,000 to $163,000. In our experience, moving plumbing, walls or appliances is what usually pushes a kitchen past that first tier.

How much remodeling can $100,000 do in Poway?

On our completed projects in and around Poway, $100,000 covered 14 of 15 bathrooms, 4 of 5 kitchens and 5 of 9 mixed-scope remodels. Our two projects above $250,000 were both mixed-scope remodels.

Do I need a permit to remodel a kitchen or bathroom in Poway?

Usually, yes. The City of Poway requires a building permit for most work that alters or repairs a structure. Finish work alone, such as painting, tile, cabinets and countertops, is exempt, but moving or adding plumbing, electrical or mechanical work requires separate permits.

Is Poway permitted by the City of San Diego?

No. Poway is its own city, and its Development Services Department at 13325 Civic Center Drive reviews, issues and inspects permits. Applications are submitted through City of Poway Online Services.

How much are building permit fees in Poway?

Under the Master Fee Schedule effective July 20, 2026, a project the City values at $150,000 pays $2,040 for the building permit plus 75% of that for plan check. With the $60 issuance fee and the 0.11% General Plan surcharge, that is about $3,800, or about $4,600 if planning and engineering also review it. Plumbing, electrical and mechanical permits issued with the building permit add no fee; fire review, state, school and impact fees are extra where they apply.

How long does plan review take in Poway?

The City publishes up to 10 to 12 business days for a first building review (its FAQ says up to 14 calendar days) and up to 28 calendar days when planning or engineering review is needed. Under the City’s current guidance, each resubmittal can take up to the same time again, which is why a complete first submittal matters.

How big can an ADU be in Poway?

Up to 50% of the main house or 1,500 sq ft, whichever is less, but the City still permits a detached ADU of up to 1,200 sq ft where 50% would be smaller, within the zone’s lot coverage (an ADU of up to 800 sq ft is permitted regardless). If you also build a junior ADU, the ADU must be detached and is capped at 800 sq ft. ADUs under 750 sq ft pay no City impact or stormwater fees.

Can I use a Poway ADU as a short-term rental?

No. Poway requires rental terms longer than 30 days for ADUs and JADUs and records that in a deed covenant. Long-term rental is allowed, and a standard ADU has no owner-occupancy requirement.

Do you also work in Rancho Bernardo, 4S Ranch and Scripps Ranch?

Yes. Most of our completed projects in this area are in Rancho Bernardo, 4S Ranch, Rancho Peñasquitos and Scripps Ranch. Those are permitted by the City of San Diego, except 4S Ranch, which goes through the County of San Diego.
