ADU and addition planning figures
None of the 12 jobs is recorded as an ADU or an addition, so we publish no local figure for either. The planning figures below are Eco’s own, alongside the 2025 Cost vs. Value benchmark.
Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.
| Project | Planning range | What sits on top in Bonita |
|---|---|---|
| Detached or attached ADU | $375–$600 per sq ft for construction, plus $8,000–$25,000 for design | County plan review and permit fees of $1,940 + $0.410 per sq ft and $1,677 + $0.564 per sq ft (PDS 613, effective July 10, 2026). Impact fees do not apply at 750 sq ft or less. |
| Primary suite addition (24 × 16 ft, about 384 sq ft) | $185,431 midrange; $390,895 for the larger upscale version | For an addition over 100 sq ft that needs plan check: $2,196 + $0.372 per sq ft plan review and $1,466 + $0.759 per sq ft permit. School fees are covered in the local conditions. |
| Bathroom addition (6 × 8 ft midrange) | $65,326 midrange; $121,772 for the larger upscale version | For an addition of 1 to 100 sq ft: $452 plan review and $1,272 permit. |
The per-square-foot range covers construction only. The project totals in the paragraph above are whole projects, so compare totals with totals and do not multiply a rate by a size to get a price.
Scope is covered more deeply in our bathroom and kitchen cost guides, our ADU cost guide and our home addition guide. Their permit sections are written around City of San Diego rules, so use this page for Bonita’s steps.

Schedule a consultationHow a Bonita permit moves through the County
Bonita is an unincorporated community, not a city, so the County of San Diego Planning & Development Services Building Division issues the building permit. You can reach that office at (858) 565-5920, and the Zoning Counter, which handles planning questions, at (858) 565-5981.
What needs a permit. The County keeps a list of structures that are exempt from a building permit because of their size and location, and it asks you to call if you are unsure. Exempt work still has to meet the Zoning Ordinance and health and safety codes. Every plan sheet must be signed by a licensed civil engineer, structural engineer or architect, unless County form PDS 118 lists an exemption.
| Step | What happens | Time |
|---|---|---|
| 1. Apply and pay | Submit plans to the PDS Building Division, or apply for simple permits online through Accela Citizen Access. Plan check does not begin until the plan check fee balance is paid in full. | Starts after payment. A plan check stays valid for 1 calendar year from submittal. |
| 2. First plan check | Plan reviewers test the drawings against the codes. The County’s guide says about half of projects need more than 2 plan check cycles. | Typical backlog before initial plan check: about 4 weeks for residential projects, per the 2013 guide. |
| 3. Conditions of Approval | The County assigns a Permit Record ID with conditions you must meet before it issues the permit. Fire district approval, flood control, septic review and driveway review can take longer. | Cleared before the permit issues. |
| 4. Septic review, if not on public sewer | The County’s Department of Environmental Health and Quality reviews an On-site Wastewater Treatment System (OWTS) Layout Application to decide whether the site can support a system. | Set by DEHQ approval of the OWTS Layout Application. |
| 5. Permit issued, then work | Work must start within 2 years or the permit lapses. A passed inspection is needed at least every 180 days, and all work must be finished within 3 years. | Start within 2 years; finish within 3. |
A Bonita mailing address does not settle which agency decides. Parts of ZIP 91902 may lie inside the City of Chula Vista, so check the address against the County’s unincorporated-area map before you plan the permit path.
What County permits cost
The County’s fee schedule, PDS 613, effective July 10, 2026, lists plan review and permit fees for each type of work. These are County building fees only, not Eco’s price.
| Work | Plan review fee | Permit fee |
|---|---|---|
| Major single-family remodel, no added square footage | $2,296 | $1,896 |
| Accessory dwelling unit | $1,940 + $0.410 per sq ft | $1,677 + $0.564 per sq ft |
| Addition of 1 to 100 sq ft | $452 | $1,272 |
| Addition over 100 sq ft that needs plan check | $2,196 + $0.372 per sq ft | $1,466 + $0.759 per sq ft |
Impact fees and agency fees come on top of these. The County says most permits also need transportation, park and flood control impact fees, plus school, fire mitigation, sewer and water fees, all paid before the permit is issued. It calls them sizeable.
Before you commit to a design, get the County’s estimate for your address. The table is not a total, and we do not give a remodel total from it.
A complete first submittal saves the most time here. Our remodel timeline guide walks through each clock.
Local conditions that shape the scope and the budget
1. Wildfire rules and the local fire district
Bonita has its own fire district, the Bonita-Sunnyside Fire Protection District, so fire approval is a separate step from the building plan check. In the Wildland Urban Interface, the County requires a 100-foot fuel modification area around structures, or to the property line when that is nearer. Whether a parcel sits in the Wildland Urban Interface or a Fire Hazard Severity Zone depends on its address, so check the County’s Fire Hazard Severity Zone map before you budget the site work.
2. Septic or sewer, decided by the address
Where a property is not on a public sewer, the County’s Department of Environmental Health and Quality reviews the septic system. An ADU can add a septic requirement: the County’s handbook says new kitchens and bathrooms in a proposed ADU may need an added septic tank to reduce the load on the existing disposal field. Feasibility depends on DEHQ approval of an OWTS Layout Application. Check the sewer status of the address first, because the community name alone does not settle it.
3. Housing age in the Bonita area
Census survey figures place the typical home in the Bonita community at 1976 and in the 91902 ZIP area at 1978. Those are medians. They do not say how many homes predate 1978, and ZIP areas do not match community boundaries, so quote the Bonita figure or “the 91902 area.” In our experience, most surprises come from wiring and plumbing that sit behind finished walls.
4. Added floor area and the school district
The school fee depends on the district that serves the address. Chula Vista Elementary charges $2.37 per sq ft of habitable area on residential construction, effective October 12, 2026, and exempts residential additions of 500 sq ft or less. Sweetwater Union High lists $3.01 per sq ft for residential room additions and conversions, as of June 22, 2026. Under state law, a district can charge on an addition only once the increase tops 500 sq ft, and then the fee applies to all of the added space. We have not checked every Bonita address against district boundaries, so confirm yours.
ADUs and room additions in the Bonita area
The County’s ADU handout, PDS-611 (revised September 2, 2026), sets the local ADU rules for the unincorporated area. Where it conflicts with state law, state law controls, as the County’s Director’s Determination says.
| Rule | ADU | Junior ADU (JADU) |
|---|---|---|
| Size | Detached: up to 1,200 sq ft, regardless of the main house. Attached: up to 50% of the main house, capped at 1,200 sq ft. The 50% limit is lifted for attached units up to 850 sq ft, or up to 1,000 sq ft with more than 1 bedroom. | One per lot, up to 500 sq ft. |
| Height and setbacks | Detached units are capped at 25 feet. A new ADU stays at least 4 feet from the side and rear lot lines, unless a larger fire setback applies. | Built entirely within the existing or proposed house. |
| Parking | One space, which can sit inside a setback or in tandem in an existing driveway. A new detached ADU needs one only in the cases the County lists, such as a site more than half a mile from public transit. A demolished garage does not have to be replaced. | None. |
| Owner occupancy | Not required for an ordinary ADU. | Applies only if the JADU and the main house share a bathroom. |
| Impact fees | Impact fees do not apply at 750 sq ft of interior livable space or less. Larger units pay in proportion to the main house. | Impact fees do not apply at 500 sq ft or less. |
| School fees | No school fee below 500 sq ft of interior livable space. | No school fee below 500 sq ft of interior livable space. |
| Review time | Within 15 business days the permit office must say in writing whether the application is complete. With a house on the lot, it must approve or deny a complete application within 60 days, or it is deemed approved. | State law sets no review deadline for a JADU. |

A bedroom, a bath and a cafe table
The bedroom has green curtains and a ceiling fan, and the bath has patterned floor tile and a glass shower. A small cafe table sits under a geometric mirror. The photos come from San Diego County work, not Bonita jobs, so they show finish level and nothing about local scope.
How we run an ADU projectThe County has dwelling-unit plans that can be used as detached ADUs. They are about 85% complete, and you fill in the project details. The state decision clock in the table covers ADUs on lots that already have a house. For the ADU-or-addition decision, see our ADU vs. room addition guide, and check the County’s ADU information page.
A permitted accessory structure converted to an ADU has no County size, height, lot coverage or setback standards, except for fire safety. A garage conversion may add up to 150 sq ft for entry and exit. The County strongly encourages early contact with the fire department about fire setbacks, sprinklers and a hydrant. Fire sprinklers are not required in an ADU when the main house did not need them.
An ADU may be rented, but not for less than 30 days, and it is not meant to be sold apart from the main house. For a room addition, the County fee rows above apply, and the school fee rule in the local conditions covers the added space. Our room additions page covers the scope, and our ADUs page describes our process.
How long a Bonita remodel takes
Three separate clocks run through a remodel: design, County plan review and construction. The rows below show planned construction time for two nearby jobs, not how long those jobs ran.
| Project | Planned construction time |
|---|---|
| Bathroom remodel | About 3 weeks scheduled on a $24K job in nearby ZIP 91913. |
| Kitchen remodel | About 4 weeks scheduled on a $54K job in nearby ZIP 91914. |
- Permit review. The first plan check is the figure in the permit steps above. Conditions of Approval must be cleared before the permit issues, so they can move your start date.
- ADU review. The state clock for an ADU is in the ADU table above. Treat it as a legal maximum, not a typical time.
Each job’s schedule, photos and decisions are kept in Buildertrend, so you can see what was decided and when.

- Phone consultationWe talk through what you want to change, your timing and your budget range.
- In-home meetingAn Eco project director walks the house with you, looks at the space and talks through priorities and budget plainly.
- Concept and feasibilityDesign, selections and engineering are resolved before the plans go to the County of San Diego PDS Building Division.
- ConstructionEach stage is inspected, with progress, photos and decisions documented in Buildertrend.
- Final projectFinal inspection, walkthrough and punch list, and the permit closed out.
What to check before you hire
- Name the County filer. Before you sign, get in writing who submits the application, clears the Conditions of Approval and books inspections.
- A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
- A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
- Septic and fire answers in writing. Ask the Bonita-Sunnyside Fire Protection District, and DEHQ where the property is not on sewer, what they need from you before you sign.
1. Is the parcel inside unincorporated Bonita, or does its address fall in the City of Chula Vista?
2. Is the property on public sewer, and will an ADU need a septic review?
3. Is the parcel in a Wildland Urban Interface area or a Fire Hazard Severity Zone?
4. Which school district serves the address, and will the added floor area pass 500 sq ft?
5. Will an ADU need a parking space, given its distance from public transit?
Bonita remodeling FAQ
Who issues a remodel permit in Bonita?
The County of San Diego does, through its Planning & Development Services Building Division. Parts of ZIP 91902 may lie inside the City of Chula Vista, so confirm the address first.
How long does the County take to approve a remodel in Bonita?
The County’s 2013 guide says the typical backlog before initial plan check is about 4 weeks for residential projects, and about half of projects need more than 2 plan check cycles. That is the County’s own figure, not a 2026 service level. Conditions of Approval, such as fire and septic review, can add time before the permit is issued.
What does a County building permit cost for a Bonita remodel?
The County’s PDS 613 fee schedule, effective July 10, 2026, lists plan review and permit fees for each type of work. A major single-family remodel with no added square footage lists a $2,296 plan review fee and a $1,896 permit fee. Impact, school and fire fees are separate, and these fees are not the price of a remodel.
Which fire district covers Bonita, and what does it review?
The Bonita-Sunnyside Fire Protection District serves the community and reviews fire requirements for it. Confirm the submittal steps and any fees with the district directly, and ask early, because fire approval is one of the Conditions of Approval that can take longer.
Do I need septic review for a Bonita remodel?
Only if the property is not on a public sewer. Where it is not, the County’s Department of Environmental Health and Quality reviews the system, and a new kitchen or bathroom in a proposed ADU may need an added septic tank. The community name does not tell you the sewer status, so check the address.
How big can an ADU be in Bonita?
A detached unit can reach 1,200 sq ft no matter how large the main house is. An attached unit can take up half the main house, capped at 1,200 sq ft, and the half-the-house limit is lifted for attached units up to 850 sq ft (1,000 sq ft with more than 1 bedroom). A JADU tops out at 500 sq ft.
Does the County charge impact fees on a Bonita ADU?
Under state law, no impact fee applies to an ADU of 750 sq ft or less, or to a JADU of 500 sq ft or less. Above 750 sq ft, the fee scales with the main house. The County’s ADU fee waiver ran from January 9, 2019 to January 9, 2024 and has ended, so the plan check and permit fees on the County fee schedule apply.
Which school fees apply to a Bonita addition?
It depends on the district that serves the address. Chula Vista Elementary charges $2.37 per sq ft of habitable area, effective October 12, 2026, and exempts additions of 500 sq ft or less. Sweetwater Union High’s room-addition rate is $3.01 per sq ft, as of June 22, 2026. Confirm the boundary with the district before you draw plans.
Is $300,000 enough to renovate a house in Bonita?
Across the 12 jobs we finished in and around Bonita, none reached $300,000. The largest was an $86K kitchen in ZIP 91902. Whether $300,000 covers your house depends on the scope, so start with a consultation.
How much does a kitchen remodel cost in Bonita?
We have 3 completed kitchens in and around Bonita, at $52K, $54K and $86K. Only the $86K kitchen is in ZIP 91902, and the other two are in nearby Chula Vista ZIPs. Three jobs do not make a typical range, so treat each as its own data point.

Project counts and cost figures come from Eco Home Builders’ own job records and describe completed projects, not a quote for yours. One of the 12 jobs has more paid to date than its final contract value, so its figure reflects contract value, not cash received. The County, the fire district, the two school districts and the State set the rules, fees and review times here. Confirm them for your parcel, because they change.
