Clairemont, CA 92117 · Home remodeling

Clairemont was built as a post-war tract suburb from 1950, and 84 percent of the homes in ZIP 92117 were built in 1979 or earlier. Homes finished in 1981 or before reach 45 years in 2026, which can bring a remodel permit under the City’s historical review. The permit office is the Development Services Department (DSD), and the Clairemont height limit overlay can cap a second-story plan. We have completed 6 projects inside ZIP 92117 and 12 more in nearby ZIPs, with final contract values from $11K to $279K.

How the 18 jobs sort by budget

  • Under $100K, 7 jobs: an $11K addition, $13K and $18K remodels, $36K, $47K and $71K bathrooms, and a $60K kitchen.
  • $101K to $212K, 9 jobs: $101K and $185K kitchens, a $122K outdoor project in ZIP 92117, a $131K bathroom, and $124K, $141K, $197K, $208K and $212K remodels.
  • $262K and $279K, 2 jobs: a $262K addition in ZIP 92117 and a $279K remodel in ZIP 92122.

3 local conditions move a budget here: the age of the house, the slope and fire zone of the lot, and the height overlay. The age sets whether historical review applies, the fire zone can bring fire-resistant construction rules, and the overlay limits how high a second story can go. Each is covered in the local conditions section.

ADUs and additions: planning ranges

We have 2 completed additions in this set, which is too few for a local range.

Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.

ADU figures are Eco’s published San Diego planning ranges. Addition figures are the 2025 Cost vs. Value Report, Pacific region; sizes shown are its midrange definitions, and the upscale versions are larger.
ProjectPlanning rangeWhat sits on top in Clairemont
Detached or attached ADU$375–$600 per sq ft for construction, plus $8,000–$25,000 for designBase plan check and inspection amounts from the City, by size, and the $737.00 General Plan Maintenance Fee
Primary suite addition (24 × 16 ft, about 384 sq ft)$185,431 midrange; $390,895 for the larger upscale versionBase plan check of $3,512.92 and inspection of $2,228.29, with the $737.00 fee
Bathroom addition (6 × 8 ft midrange)$65,326 midrange; $121,772 for the larger upscale versionSame City base amounts; the midrange size sits under the school fee line, and the $737.00 fee applies

The per-square-foot range covers construction only. Design, site work, utilities and fees come on top, so the whole-project figures in the paragraph above are the ones to compare with a quote.

Our cost guides for bathrooms, kitchens, ADUs and additions go deeper on each project type. Their permit sections cover City of San Diego rules, which also govern Clairemont.

How permits and fees work on a Clairemont job

Clairemont is not a city. It is a neighborhood inside the City of San Diego. Permits go through the City of San Diego Development Services Department, and the neighborhood sits in the Clairemont Mesa community planning area.

What needs a permit. No ADU or JADU is exempt from the City building permit requirement. Some kitchen and bathroom jobs skip plan review, though they still need a building permit.

How a permit moves in Clairemont, built from Information Bulletins 100, 140, 203 and 580, the Rapid Review rules and the municipal code. Times are the City’s estimates.
StepWhat happensTime
1. Plan checkPlans for a Short project (an alteration or addition below 3,000 sq ft that adds no density) get the first City review, then any rechecks.Estimated at 8 business days for the first review, then 6 per recheck
2. Rapid Review, if eligibleRapid Review covers interior work on homes and additions on the first floor, up to 750 sq ft. Such an addition can include one ADU or JADU.6 business days first, then 2 for each recheck
3. Historical reviewOn a parcel with a structure 45 years old or older, the City first checks for a potentially significant historical resource. If one turns up, the changes are checked against federal historic preservation standards. If they find none, the parcel is exempt from further review for five years.Typically 10 business days for ministerial projects and 20 for discretionary ones. There is no over-the-counter option.
4. Site Development Permit, only above the overlay heightThe only way past the Clairemont height limit overlay is a Site Development Permit that City Council decides at Process Five.Council decision at Process Five
5. Fire-zone construction (R337), if the lot is in a Very High Fire Hazard Severity ZoneAdditions and alterations must meet California Residential Code section R337, as amended by the City, when the existing building’s application was accepted as complete on or after August 27, 2009. Work that encroaches on a Brush Management Zone also follows the brush rules.Applies within plan review

Permit fees in Clairemont

The City’s base plan check and inspection amounts are in Information Bulletin 501, issued August 2026. Your plans determine the final fee, which DSD sets. Electrical, plumbing and mechanical permits, impact fees, school fees and water and sewer fees are not included in those amounts.

Kitchen with a black island and black appliances
Kitchen with a black island and black appliances. Work by Eco Home Builders in San Diego County.

For a single-dwelling addition or remodel, the base plan check amount is $3,512.92 and the base inspection amount is $2,228.29 for the first 500 sq ft, with an added rate beyond that. Projects that include an ADU fall in this row when it is attached (up to 1,100 sq ft) or detached (up to 500 sq ft). Larger projects use a second row, with a base plan check of $8,085.26 and a base inspection of $8,401.90. We do not turn these into a total, because DSD sets the figure from your plans.

2 flat City charges apply to a plan-reviewed permit. The $737.00 General Plan Maintenance Fee is charged once per project, and it does not apply to permits that need no plan review. A $12.16 mapping fee applies at plan review, and a $17.11 fee at issuance collects fees owed to other agencies. If your house was built before 1978, a $58.00 lead hazard fee applies as well. State seismic and building standards fees are based on the City’s valuation, not your contract price.

The trap in Clairemont

Skipping plan review does not skip historical review. If any building on the site is 45 years old or older, a kitchen or bathroom permit with no plan review still goes to DSD for historic review, which typically takes 10 business days. Interior-only work with no exterior change is one of the exemptions, so confirm with DSD which scope qualifies.

Historical review carries its own City charge of $177.68 per hour, billed at permit issuance. The hours depend on the review, so we do not estimate a total.

San Diego Unified charges school fees of $5.38 per sq ft of residential construction, with rates effective May 10, 2026. No school fee applies when the added assessable space is 500 sq ft or less. Past 500 sq ft, the fee covers the total added space, not just the part above 500. At 520 sq ft, that comes to $2,798. Credits and exemptions are handled with the district, not the City, and the district says it serves ZIP codes 92111 and 92117 in their entirety.

Each recheck carries its own estimated clock, so a complete first submittal is the simplest way to keep the review moving. The remodel timeline guide walks through the full sequence.

4 local conditions that change scope and budget in Clairemont

1. Age: most homes date from before 1980

Clairemont was planned from 1950 as a tract suburb, and when it opened it was second in size only to Long Island’s Levittown. Census figures for ZIP 92117 put the median year built at 1965, with 84 percent of housing units built in 1979 or earlier. ZIP 92111, which covers part of Linda Vista as well, has a median of 1971 and 68 percent. These are ZIP-level estimates, not neighborhood counts. Any house finished in 1981 or before turns 45 in 2026, which brings the historical review into play. The plan also notes Bay Park Village, announced in 1936 and opened in 1937 with 18 model homes in the Minimal Traditional style, and it says Clairemont has 2 designated historical resources. Check your house’s status with DSD before you assume either way.

2. Canyon and slope lots

The plan describes curving streets that follow the canyons and mesas rather than a street grid, so many lots sit on slopes. If your lot has steep slopes or native habitat, the City’s Environmentally Sensitive Lands rules cover the entire parcel, not only the sloped portion. Fire is the second concern. The plan encourages fire-resistant design and materials, especially in very high fire hazard severity zones. Zones follow individual parcels. If your lot borders a canyon, look up your address on the City’s Fire Hazard Severity Zone map. If you are in a zone, the R337 construction rules in the permit steps above apply to additions and alterations.

3. The height limit overlay

Clairemont has its own height limit overlay. It was renamed from the Clairemont Mesa Height Limit Overlay Zone in January 2026, effective March 22, 2026. Heights are set on City Map C-1041, so check your parcel on the map, because this page does not give a number. The only way past the limit is a Site Development Permit that City Council decides at Process Five. The plan says the limit rises only in village areas where new homes and jobs are planned, and single-family streets are not village areas. The City also says the January amendments do not apply inside the Coastal Overlay Zone until the Coastal Commission certifies them, so ask DSD which version governs your lot. Existing taller structures can be repaired or altered as long as the work does not increase height.

4. Airport influence areas

The Clairemont plan says the influence areas for Montgomery-Gibbs Executive Airport and MCAS Miramar include portions of the community. Inside those areas, the City’s Airport Land Use Compatibility Overlay Zone reviews new development and expansions for noise, safety, airspace height and overflight. Interior-only changes, and exterior repairs that add no intensity, density, floor area ratio or height, are exempt. The overlay is mapped by parcel, so ask DSD whether your address sits inside before you design an expansion.

ADUs and room additions in Clairemont

The ADU rules for Clairemont come from City of San Diego Information Bulletin 400, dated January 2026. Under the single-dwelling rules, a lot can also carry a new ADU, a converted ADU and a JADU beside the house. The lot’s zone decides the count, so check it on the City’s zoning portal.

How we run an ADU project

State law sets the clock for ADUs. When a lot already has a house, the City must approve or deny a complete ADU application within 60 days, and an application it has not acted on by then is deemed approved. The City must also tell you in writing within 15 business days whether an application is complete. The 60 days is a legal limit, not a typical time. The statute sets no review deadline for JADUs. Read the ADU vs. room addition guide to choose between the two.

Room additions follow the single-dwelling plan-check path described in the permit steps above, and the base amounts apply to them. A converted garage or accessory building can keep its existing setbacks when it becomes an ADU, and the 1,200 sq ft ADU maximum does not apply to a conversion. Building code fire separation still applies and can require changes. See our room additions page and the ADU page.

What to check before you hire

  • Check the overlays and reviews first. Ask the contractor which of the local conditions in this guide apply to your parcel, and have the answer on paper before you sign.
  • A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
  • A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
  • A permit plan in writing. A written scope should name the permit path your job uses, whether no-plan, plan review or historical review, with the City’s estimated times.
Clairemont questions to settle before design

Is the house at least 45 years old, and will the work touch the exterior? Is the lot in a Very High Fire Hazard Severity Zone, or does it have steep slopes or native habitat? Will the planned height stay under the limit on Map C-1041? Is the lot inside an airport influence area? Would the addition exceed 500 sq ft of assessable space, the school fee threshold?

Clairemont remodeling FAQ

What is the Clairemont height limit overlay, and does it limit a second-story addition?

Yes, if the new second story would take the roof above the height shown on City Map C-1041 for your parcel. The overlay was renamed the Clairemont Height Limit Overlay Zone in January 2026. The only way around it is a Site Development Permit that City Council decides at Process Five.

My Clairemont home is on a canyon. Do fire-zone rules change my remodel?

They can. Zones follow individual parcels, so look up your address on the City’s Fire Hazard Severity Zone map. In a Very High Fire Hazard Severity Zone, additions and alterations must meet R337 as amended by the City when the existing building’s application was accepted as complete on or after August 27, 2009. Steep slopes or native habitat bring in the environmental lands rules for the whole lot.

Is part of Clairemont inside an airport influence area, and does it matter for a remodel?

The Clairemont plan says the influence areas for Montgomery-Gibbs Executive Airport and MCAS Miramar cover portions of the community. Interior-only work, and exterior repairs that add no intensity, density, floor area ratio or height, are exempt from the overlay’s review. Ask DSD whether your parcel is inside.

Does a Clairemont kitchen or bathroom remodel need plan review?

Not always. A kitchen or bathroom remodel in a house or condominium building can skip plan review when the work leaves structure, wall framing and exterior walls alone and adds no new plumbing fixtures (Information Bulletin 203, July 2024). A building permit is still required, and historical review can still apply.

Does the City review an older Clairemont house for history?

Yes. Any parcel holding a structure 45 years old or older is checked for a potentially significant historical resource before its permit is issued, and a house finished in 1981 or before turns 45 in 2026. Work limited to the interior, or to electrical and plumbing permits, is exempt if the exterior stays the same. The review typically takes 10 business days for ministerial projects.

What does a kitchen remodel run in Clairemont?

We have 3 completed kitchen jobs in this set. 1 is in ZIP 92117 at $60K, and the other 2 are in nearby ZIPs at $101K and $185K. 3 jobs are too few for a typical price, so a consultation with your plans is the way to get a number for your kitchen.

Is $300,000 enough for a whole-house renovation in Clairemont?

None of our 18 completed jobs near Clairemont reached $300K. The highest final contract value was $279K for a remodel in ZIP 92122, and the highest in ZIP 92117 was $262K for an addition. The set is small, and the plans and scope decide the number for any one house, so a consultation with your plans is the way to get a figure for yours.

How long does a Clairemont remodel permit take?

The City’s estimate for the first review of a Short project, for Short-category work (alterations and additions up to 3,000 sq ft with no density increase), is 8 business days, with 6 business days per recheck. Rapid Review, which covers interior work and first-floor additions up to 750 sq ft, sets 6 business days for the first review. Historical review, if it applies, runs on its own clock.
