La Mesa, CA 91941 · Home remodeling
Most La Mesa addresses get building permits from the City’s Building Division through the MaintStar Permit Portal, but ZIP 91941 also covers County parcels, so confirm your address first. The City publishes a building permit fee table, and its base permit fee on a $75,000 valuation is $1,888.60. On budget: none of our 4 completed jobs inside 91941 went above $82K, and a $300K budget falls inside the range of our 10 completed jobs in and around La Mesa, which run from $13K to $374K. Whether $300K covers your house depends on scope. A school fee on an addition can also change the budget: a district can charge it once new space exceeds 500 sq ft.

ADUs and additions: planning ranges
Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.
For a new 500 sq ft ADU, our planning formula gives 500 sq ft × $375 = $187,500 and 500 sq ft × $600 = $300,000 for construction, plus $8,000 to $25,000 for design: $195,500 to $325,000. The our own San Diego County price is $220,000 to $350,000, so the two ranges overlap from $220,000 to $325,000. The higher price can include site work, utilities and fees.
| Project | Planning range | What sits on top in La Mesa |
|---|---|---|
| Detached or attached ADU | $375–$600 per sq ft for construction, plus $8,000–$25,000 for design | Below 750 sq ft, no impact fee applies. No school fee at 500 sq ft or less. Water and sewer capacity charges come on top. |
| Primary suite addition (24 × 16 ft, about 384 sq ft) | $185,431 midrange; $390,895 for the larger upscale version | At 384 sq ft, no school fee applies. Over 500 sq ft, a district can charge on the whole area (local condition 2). City permit fees follow the valuation. |
| Bathroom addition (6 × 8 ft midrange) | $65,326 midrange; $121,772 for the larger upscale version | At or under 500 sq ft, no school fee. Over 500 sq ft, a district can charge on the whole area (local condition 2). City permit fees follow the valuation. |
Each cost guide covers scope and price for one project type: bathroom, kitchen, ADU and addition. Their permit sections describe the City of San Diego, so for permits here use the La Mesa rules on this page.
Want a number for your own home? Share the scope and the year the house was built, and we will send a planning number before any design work.
Schedule a consultationLa Mesa permits and fees, in order
The City of La Mesa’s Community Development Department, Building Division, issues most building permits for addresses inside the city. Applications, plans, invoices, inspections and status checks all run through the MaintStar Permit Portal, and you can do each step online.
What needs a permit. La Mesa requires permits for residential additions and remodels, patio covers, decks, retaining walls, pools and spas, and all electrical, mechanical or plumbing alterations. The City’s no-permit list is short. It covers painting, wallpapering and similar finish work, fences up to 6 feet that do not enclose a pool, and decks or walks 30 inches high or less. In many cases a permit is needed to replace windows.
| Step | What happens | Time |
|---|---|---|
| 1. Confirm the office | ZIP 91941 includes parcels outside the city limits, which the County of San Diego permits. Confirm the address before you apply. | Before you apply. |
| 2. Planning review | All plans should be reviewed by the Planning Division before the construction permit submittal. | See the FAQ on review time. |
| 3. Apply and pay | Apply, submit plans and receive your invoice on the MaintStar Permit Portal. Fees are based on construction valuation. | The plan check fee is due before review starts. |
| 4. Plan review | Some projects are permitted over the counter, which means no return trip. Others need plans left for further review. | See the FAQ on review time. |
| 5. Inspections | Schedule inspections through the portal. The permit expires if work does not start, or the first City progress inspection is not received, within one calendar year. It also expires if no inspection is received for 6 months after work starts. | 1 year to the first inspection; 6 months between inspections. |
| 6. Permit expiry | The permit lapses if work runs past 3 calendar years from the issue date. A plan review application that does not lead to a permit within one year expires, and you resubmit and pay a new plan review fee. | 3 years from issue; 1 year for a plan review application. |
What permits cost here
La Mesa publishes a building permit fee table by valuation in its Fee Schedule for FY 2024-2025, effective April 1, 2025, and the City lists that schedule as current. Each fee is a base amount (FEE A) for the first slice of valuation, plus a rate (FEE B) for each additional slice.
| Valuation | FEE A | FEE B |
|---|---|---|
| $1.00 to $500.00 | $77.00 | None listed |
| FEE A for the first $500.00 plus FEE B for each additional $100.00 or fraction thereof, to and including $2,000.00 | $77.00 | $5.60 |
| FEE A for the first $2,000.00 plus FEE B for each additional $1,000.00 or fraction thereof, to and including $25,000.00 | $162.50 | $30.30 |
| FEE A for the first $25,000.00 plus FEE B for each additional $1,000.00 or fraction thereof, to and including $50,000.00 | $861.00 | $21.80 |
| FEE A for the first $50,000 plus FEE B for each additional $1,000.00 or fraction thereof, to and including $100,000.00 | $1,413.60 | $19.00 |
| FEE A for the first $100,000.00 plus FEE B for each additional $1,000.00 or fraction thereof, to and including $500,000.00 | $2,380.80 | $10.60 |
| FEE A for the first $500,000.00 plus FEE B for each additional $1,000.00 or fraction thereof, to and including $1,000,000.00 | $6,738.60 | $9.30 |
| FEE A for the first $1,000,000.00 plus FEE B for each additional $1,000.00 or fraction thereof | $11,483.80 | $7.50 |
The Building Official sets the valuation, and it is not the contract price. The valuation counts all construction work plus finish work, painting, roofing, electrical, plumbing, heating, air conditioning and other permanent equipment, and an addition is valued at 120% of a new building of the same occupancy and construction type.
Worked example: at a $75,000 valuation, the base permit fee is $1,888.60. That is $1,413.60 for the first $50,000, plus 25 × $19.00 ($475.00) for the next $25,000 up to $75,000. This is the base permit fee only, not a total price.
The other examples follow the same table. At $20,000 the base permit fee is $707.90: $162.50 plus 18 × $30.30 ($545.40). At $150,000 it is $2,910.80: $2,380.80 plus 50 × $10.60 ($530.00). At $50,000 and $100,000 the figure falls on the edge of two rows, so the table gives a range rather than one number: $1,406.00 to $1,413.60 at $50,000, and $2,363.60 to $2,380.80 at $100,000.
Electrical, mechanical and plumbing fees each add 10% of the permit fee when that trade is in the permit. On the $75,000 example, each would be $188.86. The schedule does not print the plan review fee amount, so confirm that figure with the Building Division for your valuation. ADUs and JADUs are treated differently: the first $2,000 of City fees is waived for their building permit applications.
Parcels in ZIP 91941 outside the city limits are permitted by the County of San Diego. A ZIP code alone does not tell you which office will review your plans, so confirm the address before you set a timeline.
The City’s 2025 Building Code cycle took effect January 1, 2026. Projects submitted since January 2026 are reviewed under the 2025 California codes, per the City notice. For the full sequence of design, review and build, see the remodel timeline guide.
4 local conditions that change scope and budget
1. The median home here was built in 1971
Census Bureau figures from the 2024 five-year survey put the median La Mesa home at 1971 and the median in the 91941 area at 1969. A median says nothing about one street. In our experience, older kitchens and baths often hide plumbing or wiring problems that only show once the walls are open, so have us check those hidden systems before you set a number. The City reminds contractors that work on homes built before 1978 requires EPA Lead-Safe certification, so ask any contractor to show it before demolition starts.
2. School fees can apply to additions, and a home can fall in two districts
For additions, the state sets the line at 500 sq ft of new space. Past that line, the charge can cover the full added area (Education Code section 17620). At or under 500 sq ft, no school fee applies, and Grossmont’s own page says projects totaling 500 sq ft or less are exempt. An ADU of exactly 500 sq ft owes no school fee.
The two districts’ rates are separate lines:
- La Mesa-Spring Valley Schools (elementary district): “Residential Fees – $3.21/ sq. ft.”, effective May 13, 2024.
- Grossmont Union High School District: “Residential Construction: ($1.20 per sq foot)”, due before the building permit. The page dates its rate to a June 2016 fee study, with no later update.
Illustration only: a 600 sq ft addition would show $3.21 × 600 = $1,926.00 at La Mesa-Spring Valley and $1.20 × 600 = $720.00 at Grossmont, as two separate lines. Neither the City nor either district states whether both apply to one home, so confirm each district for your address before you add the two.
3. Planning reviews plans before the building permit
The City asks that the Planning Division review all plans before the construction permit submittal. That means the design, the site plan and the scope need to be settled with Planning before the Building Division sees the set. Build that step into your design schedule.
4. Long lots can add sprinkler work to an ADU
If the main house has fire sprinklers, the ADU needs them too. The ADU also needs them if the rear of the ADU is 150 ft or more from the face of the curb. On a deep lot, that distance can add sprinkler work to an ADU budget even when the house has none. The ADU rules below list the other limits that shape the design.
ADUs and additions in La Mesa
The City’s ADU rules sit in its ADU and JADU matrix for single-family (R1) zones. The City says it follows state housing bills as soon as they take effect, so state law applies on top of the matrix.
| Rule | ADU | Junior ADU (JADU) |
|---|---|---|
| Size | A detached ADU can be up to 1,200 sq ft, or one up to 800 sq ft. An attached ADU can be up to 50% of the existing house. In single-family zones a conversion has no size cap. The minimum is 150 sq ft. | Capped at 500 sq ft. |
| How many | A lot can have up to 3 ADUs and 1 JADU. | Up to 1 per lot, alongside the ADUs. |
| Location and height | A new ADU keeps at least 4 ft from the side and rear lines. A conversion keeps the existing setbacks. Height is limited to 20 ft, measured from finished grade to the top of the plate, and lot coverage cannot exceed 40%. | Contained entirely within a single-family residence. |
| Owner and tenancy | No owner-occupancy requirement. Rentals must run longer than 30 days. | The owner must live on the property only when the JADU shares bathroom facilities with the house. |
| Impact fees | Below 750 sq ft, no impact fee applies. Larger units pay in proportion to the main house’s size. Water and sewer capacity charges come on top. | No impact fee at 500 sq ft or less. |
| School fees | At 500 sq ft or less, no school fee. Over 500 sq ft, a district can charge on the whole area (see local condition 2). | At 500 sq ft or less, no school fee. |
| City permit fees | The first $2,000 of City fees is waived. Other agencies’ fees are still due in full. | The first $2,000 of City fees is waived. |

Inside a San Diego County ADU
Three photos from a San Diego County ADU project show a kitchen with walnut cabinets and green tile, an entry with a built-in bench and a small table, and a bathroom with a vessel sink and an oval mirror. It is an example from elsewhere in the county, not a La Mesa job.
Our ADU build processThe City has 15 business days to tell you in writing whether an ADU application is complete. If a house already stands on the lot, state law requires the City to approve or deny a complete ADU application within 60 days, and an application it has not decided within 60 days is deemed approved under state law. The 60 days is a legal maximum for a complete application, not a typical time.
La Mesa has 5 pre-approved ADU plans, from a 224 sq ft studio to a 1,199 sq ft three-bedroom. You still add a site plan and energy calculations. A soils report is needed only over 500 sq ft, and applications go through MaintStar. For ADUs, La Mesa requires no new, additional or replacement parking spaces.
Additions follow the school-fee rule in local condition 2. To compare the two paths, see the ADU vs. room addition guide and the room additions page.
How long a La Mesa remodel takes
Design, City review and construction are three separate clocks. The review-time answer is in the FAQ. The table below uses scheduled durations from our own jobs, which are scheduled, not actual.
| Project | Plan review | Scheduled build |
|---|---|---|
| Bathroom remodel | See the review-time answer in the FAQ. | Scheduled for about 3 weeks in 91941. |
| Kitchen remodel | Scheduled for about 7 weeks in 91941. | |
| Remodel, $374K (ZIP 92119, San Diego) | 1 job was scheduled for 39 weeks. | |
| ADU | The City has 15 business days to flag an incomplete application, then 60 days to decide a complete one on a lot with a house. | We schedule each ADU from its drawings and site. |
Buildertrend is where we keep the schedule, photos and decisions for each job, so every date you agree to is written down.

What to check before you hire
- Which office permits your address. ZIP 91941 includes County parcels, so ask us to confirm the office before anyone gives you a timeline.
- A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
- A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
- Who files on MaintStar. Ask who uploads the submittal, who answers Planning comments and who pays the plan check invoice, and get each answer into the contract.
1. Which office permits this address? ZIP 91941 covers both the City and the County.
2. Does the addition add more than 500 sq ft? Only then can a school district charge, and the fee can cover the whole new area.
3. Which school districts apply to your address, and what does each one charge per sq ft?
4. Does the plan need Planning review before the construction permit submittal, and who will file it?
5. Is the house built before 1978? If so, ask the contractor for EPA Lead-Safe certification before demolition.
La Mesa remodeling FAQ
Is a kitchen or bathroom remodel in La Mesa a permit job?
Residential remodels need a permit in La Mesa, and so do all electrical, mechanical and plumbing alterations. A kitchen or bathroom job that moves or changes plumbing or wiring falls under that rule. Painting, wallpapering and similar finish work do not need one, and neither do fences up to 6 feet that do not enclose a pool. If your scope is mixed, ask the Building Division before you start.
How do I apply for a building permit in La Mesa?
Apply through the MaintStar Permit Portal. The same portal handles plan submittals, invoices, inspection scheduling and status checks. The plan check fee is due before review starts, and the Planning Division should review all plans before the construction permit submittal.
How long does La Mesa take to approve a remodel permit?
La Mesa does not publish a number of days or weeks for review. Its own FAQ answers “How long does it take to get a permit?” with “Permit issuance periods vary.” Some projects are permitted over the counter, and others need plans left for further review. A plan review application with no permit issued within one year expires. ADUs follow a separate state clock, covered in the ADU section.
What does a La Mesa building permit cost?
The valuation table starts at $77.00 for the first $500, plus $5.60 for each additional $100 up to $2,000, and steps up from there. At $75,000 the base permit fee is $1,888.60. These are base permit fees only. The plan review fee amount is not printed in the schedule, so confirm it, along with your valuation, with the Building Division.
My La Mesa house was built before 1978. Does that change my remodel?
It can. The City’s median home dates to 1971, and the 91941 median is 1969. The City reminds contractors that work on homes built before 1978 requires EPA Lead-Safe certification. Ask for that certification before demolition, and in our experience, older wiring or plumbing often shows up once the walls are open.
What do kitchen remodels run in La Mesa?
Our 2 completed kitchens inside 91941 came in at $32K and $82K. That is too few for a typical range, so read the 2 numbers as data points rather than an average. The scope you choose decides where your kitchen lands.
Can a $300,000 budget cover a La Mesa remodel?
None of our 4 completed jobs inside 91941 went above $82K. The two largest jobs in the set are a $262K remodel in ZIP 92120 and a $374K remodel in ZIP 92119, both in San Diego next to La Mesa. A $300K budget sits inside the range of our jobs. Scope decides whether it covers the house, and a planning number from us will show where your scope lands.
What size can a La Mesa ADU be?
A detached ADU can be up to 1,200 sq ft, or one up to 800 sq ft. An attached ADU can be up to 50% of the existing house, and a conversion has no size cap in single-family zones. The minimum ADU is 150 sq ft, and a JADU is up to 500 sq ft. The height limit is 20 ft in R1 zones.
Does an ADU in La Mesa need parking?
No. La Mesa requires no new, additional or replacement parking spaces for an ADU.
Which school fees apply to a La Mesa addition?
The 500 sq ft line and both district rates are in local condition 2. La Mesa-Spring Valley’s rate is $3.21 per sq ft and Grossmont’s is $1.20 per sq ft, shown as separate lines. Ask each district how its fee applies to your address.
