Carmel Valley, CA 92130 · Home remodeling
5 of the 9 bathrooms we completed in ZIP 92130 and its neighbors landed between $32K and $71K, so that band is where most local bathroom jobs have fallen. The City of San Diego issues the permits through DSD, but ZIP 92130 reaches past the neighborhood, so check that the address is inside City limits first. A school fee on additions is a rule that can change the budget here. The high school fee comes from San Dieguito Union High School District, not San Diego Unified.

What a home remodel costs in Carmel Valley
Our three completed jobs inside ZIP 92130 came in at $32K for a bathroom and at $27K and $116K for two remodels. The other 14 jobs in this set come from ZIPs 92127, 92129 and 92121, so the bars below cover more ground than Carmel Valley alone. Every figure is a final contract value: the signed price plus approved change orders and selections, with items a homeowner buys directly excluded. Samples are small, so treat each dot as its own job.
Contract values for the 17 Eco jobs in this set, rounded to the nearest $1,000.
Most landed between $32K–$71K (5 of 9). Full range $17K–$128K.

What $100,000 bought in this set
- Under $100K: 13 of the 17 jobs, including 8 bathrooms, 2 kitchens and 3 remodels.
- Above $100K: a $116K remodel in ZIP 92130, a $128K bathroom, a $163K kitchen and a $261K remodel. The last three are in neighboring ZIPs.
Where a job lands depends on its scope. In our experience, most of the budget movement comes after the first estimate, when an owner adds a fixture or opens a wall. Those same changes can also change the permit path.
ADU and addition planning ranges
None of the jobs counted in this area is an ADU or an addition, so there is no local range to publish.
Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.
The per-square-foot range in the table covers construction only. The finished totals in the paragraph above cover the whole project for a new ADU of about 500 sq ft.
| Project | Planning range | What sits on top in Carmel Valley |
|---|---|---|
| Detached or attached ADU | $375–$600 per sq ft for construction, plus $8,000–$25,000 for design | No impact fee for units of 750 sq ft or less. The $737.00 General Plan Maintenance Fee still applies. School fees: condition 3. |
| Primary suite addition (24 × 16 ft, about 384 sq ft) | $185,431 midrange; $390,895 for the larger upscale version | City permit fees (table below), plus school fees per condition 3. |
| Bathroom addition (6 × 8 ft midrange) | $65,326 midrange; $121,772 for the larger upscale version | The same City permit fees. School fees per condition 3. |
Want the detail behind these ranges? Our bathroom remodel costs and kitchen remodel costs pages, plus the ADU costs and home addition costs pages, break down the drivers. Their permit sections describe City of San Diego rules, and those apply here too.

Schedule a consultationCarmel Valley permits and fees, step by step
Carmel Valley sits inside the City of San Diego, so DSD reviews and issues its building permits through the online Accela portal. ZIP 92130 reaches beyond the neighborhood, so confirm the address is inside City limits first.
What needs a permit. ADUs and JADUs always require a building permit, without exception. Plan review can be skipped for a kitchen or bath remodel; the permit itself cannot be.
| Step | What happens | Time |
|---|---|---|
| 1. Pick the route | A kitchen or bath job that leaves structure, wall framing and exterior walls alone, and adds no plumbing fixture, qualifies for the no-plan Building Permit. Rapid Review takes interior work on houses, plus ground-floor add-ons no larger than 750 sq ft, and a single ADU or JADU can ride along. Anything else goes through full plan review. | Skips plan review entirely. |
| 2. First review | Homes, duplexes and townhomes sort into review tracks. Work under 3,000 sq ft that adds no density goes to Short. | 8 business days on the Short track. Rapid Review: 6. |
| 3. Rechecks | Every corrected set re-enters review until it is complete. | 6 business days each. 2 on Rapid Review. |
| 4. Final version | Once corrections are in, the drawings get one last check. | 5 business days. |
| 5. Historical check | A building on the parcel that is 45 years old or older sends the file to a historical screen. DSD looks for a potentially significant resource first. Work confined to the interior, and electrical or plumbing-mechanical permits, pass when the exterior is untouched. A finding places every change under the Secretary of the Interior’s Standards. | Ministerial: 10 business days. Discretionary: 20. No walk-in option. |
| 6. Permit life | Single-family and duplex permits lapse three years after issuance. | 3 years. |
Permit fees the City publishes
IB 501, dated August 2026, lists the base amounts below. Only the building permit is counted here. Trade permits, impact fees and school fees fall outside these figures, and so do water and sewer charges. Final plan check and inspection fees follow the plans DSD reviews, so treat these as starting figures.
| Fee | Published amount | What it covers |
|---|---|---|
| General Plan Maintenance Fee | $737.00 | Due at application, once per project, and non-refundable. No plan review means no charge. |
| Plan check, single-dwelling addition or remodel | $3,512.92 base | The opening figure covers 500 sq ft. The bulletin leaves the unit for the $6.98 increment undefined. This row also takes attached ADUs or JADUs at 1,100 sq ft or less, and detached ADUs at 500 sq ft or less. |
| Inspection, same project | $2,228.29 base | The opening figure covers 500 sq ft. Each increment past that is $4.46. |
| Plan check, larger project | $8,085.26 base | For detached ADUs above 500 sq ft and attached ADUs or JADUs above 1,100 sq ft. Past 3,000 sq ft the increment is $4.10. |
| Inspection, larger project | $8,401.90 base | Past 3,000 sq ft the increment is $4.21. |
| Historical review | $177.68 per hour | Billed by the hour for a Designated or Potential Historical Resource Review. The bulletin gives no hour count. |
| Mapping fee | $12.16 | Applies when plans enter review. |
| Fee collection fee | $17.11 | Covers charges the City gathers on behalf of other agencies. Applied once per project at issuance. |
| Lead hazard fee | $58.00 | Applies if the house predates 1978. |
| Plan check set-up fee | No dollar figure published | Non-refundable, scaled to 2.5 hours of review, and due before review begins. It feeds the impact-fee math. |
| State seismic fee | 13 cents per $1,000 of valuation | Applies to single or multifamily construction, collected with the City permit. |
| Building Standards (State) | $4 for each $100,000 of valuation | Floor of $1.00. Valuation comes from the Building Valuation Schedule in IB 101. |
Ask DSD for an address-based estimate before you commit to a design. Plan check and inspection amounts follow the drawings, so two projects at the same price can fall into different rows.
Impact fees are a separate calculation by type, size and location, drawn from the City’s parks, mobility, library and fire studies. A City calculator takes the parcel number. We do not quote impact-fee figures here.
A parcel outside the City is permitted by another agency. Confirm the address on the City’s maps or with DSD before you plan around it.
A complete first submittal avoids the correction loop, and DSD’s estimate for each recheck is 6 business days. Our remodel timeline guide lays out the sequence from concept to permit to build.
Four Carmel Valley conditions that move scope and budget
1. Newer homes, so the 45-year check is the exception
The City says the first houses in the planned community date from 1983. Census data show a median build year of 2001 for ZIP 92130, and just 5 percent of homes were built before 1980. The 45-year check covers any parcel with a structure that old, meaning built in 1981 or earlier, so most homes here fall outside it. ZIP figures do not describe one house, so check your permit record. The 1983 houses reach 45 years in 2028.
2. Canyon edges bring brush and fire-zone rules
The City’s Carmel Valley page explains that development was confined to the mesa tops, leaving the canyons as open space and trails, so many lots border that open space. Brush management applies wherever native or naturalized plants grow within 100 feet of a structure. Additions or alterations in a Very High Fire Hazard Severity Zone fall under California Residential Code section R337 when the original permit application was complete on or after August 27, 2009. That chapter governs vents, roofing, siding and decking. Zones are drawn by parcel, so pull your lot’s map before design.
3. School districts and the 500 sq ft line
San Diego Unified does not cover ZIP 92130, and the district says areas north of Mira Mesa and Scripps Ranch fall to other districts. Residential high school charges here come from San Dieguito Union High School District at $2.83 per livable square foot above 500 sq ft, and anything 500 sq ft or less is exempt. Cross that line and the charge reaches all the added space, not just the excess. A 520 sq ft addition therefore pays $1,471.60 at that rate. Del Mar Union handles elementary fees at a rate that is not published, and attendance zones trace landmarks rather than streets, so confirm both with the districts.
4. Condos and townhomes are common here too
Census counts 55 percent of ZIP 92130’s homes as detached and 28 percent in buildings of five or more units. The no-plan permit reaches kitchen and bath work in houses and condos (occupancy groups R-2 and R-3) that leave structure, framing, exterior walls and plumbing fixtures alone. Confirm the occupancy group on your permit before you choose a path.
ADUs and room additions in Carmel Valley
The City’s ADU standards are in Information Bulletin 400 (January 2026), and state law sets the review clock and fee limits. An ADU and a junior ADU (JADU) are set side by side below.
| Rule | ADU | Junior ADU (JADU) |
|---|---|---|
| Size | Between 150 and 1,200 sq ft. One ADU of 800 sq ft or less is allowed even on a lot over its floor-area limit. Conversions escape the 1,200 sq ft ceiling. | Between 150 and 500 sq ft, placed within an existing or planned house or an attached garage. |
| Setbacks | Above 16 ft tall next to a residential lot, an ADU needs side and rear setbacks of 4 ft. Fire zones use 4 ft at any height. | Follows the house’s own setback lines. |
| Height and stories | The zone height cap applies. A detached ADU on a one-house lot tops out at two stories. | Lives inside the house or an attached garage. IB 400 names no separate height limit. |
| Parking | Outside the Coastal Overlay Zone, parking is not required. Inside it, the rule reaches only the Beach Impact Area beyond transit priority areas, and never a unit of 500 sq ft or less. | Nothing required. Garage conversions need no replacement space, except in the coastal Beach Impact Area. |
| Owner | No owner-occupancy requirement. A rental must last at least 31 consecutive days. | Residence on site is required, except where the unit has its own sanitation or the owner is a public agency, a land trust or a qualified housing organization. |
| Impact and school fees | No impact fee for units of 750 sq ft or less. The first pair of ADUs on a lot is exempt at any size, and so is a unit whose owner commits to residing on the premises for 3 years. The $737.00 General Plan Maintenance Fee covers all ADUs. School fees: condition 3. | Impact fee waived. The $737.00 General Plan Maintenance Fee applies. School fees: condition 3. |
| Review clock | Within 15 business days, DSD replies on completeness. For a complete application on a lot with a house, state law requires a decision within 60 days, and silence counts as approval. Pre-approved designs take 30 days. | We found no statutory clock for JADUs. The 60-day rule is written for ADUs. |
| Units per lot | The house, a new ADU, a converted ADU and a JADU are all allowed in a one-house zone. The zone controls, so verify it on the City’s portal. | One allowed per lot. |

Inside an ADU from our San Diego County work
The three frames show an ADU kitchen with walnut cabinets and green tile, a music room with acoustic wall panels, and a living room with a white sofa and matching panels. They show finish level and layout, not what an ADU would cost on a Carmel Valley lot.
How we run an ADU projectTreat the state’s 60 days as a ceiling, not a forecast. A conversion of an existing garage or accessory structure can keep its current setbacks, though fire separation rules can still require changes. An ADU needs fire sprinklers only where the house has them. For the choice between the two, see our ADU vs. room addition guide.
A room addition follows the plan review track above and picks up the fire-zone, brush and school-fee rules from the local conditions. Scope and pricing for an addition are on our room additions page.
How long a Carmel Valley remodel takes
Each remodel runs on three clocks at once: planning, City review and build time. The durations below are scheduled, not actual.
| Project | Construction, as scheduled | City review |
|---|---|---|
| Bathroom remodel | About 7 and 9 weeks, scheduled, on two jobs in ZIP 92127 | 6 business days for a first review on Rapid Review |
| Kitchen remodel | About 9 weeks, scheduled, on one job in ZIP 92129 | 8 business days for a first review on the Short track |
| Remodel, not kitchen or bath | About 19 weeks, scheduled, on one job in ZIP 92127. Scheduled durations for the two ZIP 92130 remodels are not on file. | Set by the track. Short is 8 business days for a first review. |
| ADU | No build duration on file | Up to 60 days for a complete application; 30 days with pre-approved plans |
Those durations come from neighboring ZIPs, so they show plans on other jobs rather than a Carmel Valley forecast. Buildertrend records the schedule, photos and each decision, so you can trace a date to its cause.

What to check before you hire
- The address and City limits, in writing. Ask us to confirm the address is inside City limits and to name DSD as the permit office in the proposal.
- Name the track in the proposal. Ask which track the work falls on and what DSD estimates for it. Estimates move with the drawings.
- A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
- A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
1. Was the house built in 1981 or earlier? That decides whether the 45-year historical check applies.
2. Does the lot back onto canyon open space or sit in a fire zone, and was the original permit application complete on or after August 27, 2009?
3. Does any part of the lot have steep slopes or native habitat? If it does, the sensitive-lands rules cover the whole lot.
4. Which school district serves the address, and will the addition exceed 500 sq ft of new space?
5. If an ADU is planned, what does the zone allow on this lot, and is the parcel inside the Coastal Overlay Zone?
Carmel Valley remodeling FAQ
Can a Carmel Valley kitchen or bath job skip plan review?
Sometimes yes. A kitchen or bath job that leaves structure, framing and exterior walls alone, and adds no plumbing fixture, can use the no-plan permit, which still counts as a permit. Structures 45 years or older still trigger a historical review of roughly 10 business days.
Is my Carmel Valley house old enough for the 45-year historical check?
Only when the house was built in 1981 or earlier. ZIP 92130 shows a 2001 median build year, and about 5 percent of homes predate 1980. The first community houses went up in 1983, and they reach 45 years in 2028. Verify the year in your permit file.
My Carmel Valley lot backs onto a canyon. What rules apply to a remodel or addition?
Brush management applies wherever native or naturalized plants grow within 100 feet of a structure. In a Very High Fire Hazard Severity Zone, R337 governs additions and remodels when the original house’s application dates from August 27, 2009 or later. Steep terrain or native habitat triggers the sensitive-lands rules across the entire lot.
What school fees apply to a Carmel Valley addition?
The address decides it. San Diego Unified does not serve ZIP 92130, so the high school charge comes from San Dieguito Union High School District under the method in the local conditions. Ask that district, and Del Mar Union for elementary fees, before you draw an addition.
What does a bath remodel run in Carmel Valley?
Our one completed bathroom in ZIP 92130 finished at $32K. Among the nine bathrooms counted across that ZIP and its neighbors, five landed between $32K and $71K, and the full range was $17K to $128K. Tell us which room you want changed, and the scope will set the number.
Is $300,000 enough to renovate a house in Carmel Valley?
All 17 finished jobs in this set came in below $300,000. The top job, $261K, was a remodel in neighboring ZIP 92127, and the two ZIP 92130 remodels finished at $27K and $116K. Your house’s scope determines what $300,000 buys.
How much does a kitchen remodel cost in Carmel Valley?
No kitchen from our records sits in ZIP 92130. Adjacent ZIPs hold three, at $25K, $60K and $163K. With three single jobs, these are examples, not a range.
Will an ADU in Carmel Valley owe an impact fee?
For a typical unit, no. ADUs of 750 sq ft or less are exempt, and the first two ADUs on a lot skip the fee at any size. ADUs and JADUs both carry the $737.00 General Plan Maintenance Fee, and condition 3 explains when a school fee applies.
