Chula Vista, CA 91910 · Home remodeling
Chula Vista’s housing splits into 2 eras. The median home in 91910 was built in 1974 and in 91911 in 1971, while the medians in 91913, 91914 and 91915 sit around 2005. The City of Chula Vista’s Development Services Department issues permits, but the ZIP code alone does not settle which office applies. Our 7 completed jobs inside the city’s ZIPs range from $10K to $54K, and an addition above 500 sq ft owes school fees on its full area, which can shift a budget.

What a home remodel costs in Chula Vista
Each completed job is counted at its final contract value, meaning the contract after approved change orders and selection upgrades. Anything the homeowner bought directly is left out. The bars below combine the 7 jobs inside Chula Vista’s ZIPs with the 10 in neighboring ZIPs, and each row names the ZIPs its jobs came from.
Final contract values, Chula Vista area, in $K.
Where most landed: $15K–$31K (5 of 7). Full range $13K–$51K. Inside Chula Vista’s ZIPs: $13K, $24K and $31K.

- Over $200K: 2 remodels, both in National City (91950), at $215K and $254K.
In our experience, the scope and the square footage added move the final number more than finishes do. Our 7 bathroom jobs, inside the city and nearby, run from $13K to $51K, a wide spread for one room type.
ADUs and additions: planning ranges
We do not have enough completed ADU or addition projects inside Chula Vista’s ZIPs to publish a local range, so the figures below are Eco’s San Diego planning ranges plus a regional benchmark, not local quotes.
Our own ADU work across San Diego County is the clearest guide: garage conversions have generally run $100,000 to $200,000, and new ADUs of about 500 sq ft have run $220,000 to $350,000. Site work, utilities, the finish level and fees move a project within those ranges, so we price each one from its drawings. The table adds our published per-square-foot planning range and an independent benchmark for additions. Neither is a quote for your home.
| Project | Planning range | What sits on top in Chula Vista |
|---|---|---|
| Detached or attached ADU | $375–$600 per sq ft for construction, plus $8,000–$25,000 for design | Impact fees on ADUs over 750 sq ft; see the ADU section |
| Primary suite addition (24 × 16 ft, about 384 sq ft) | $185,431 midrange; $390,895 for the larger upscale version | City permit fees, plus the school-fee check (see local conditions) |
| Bathroom addition (6 × 8 ft midrange) | $65,326 midrange; $121,772 for the larger upscale version | City permit fees, plus the school-fee check (see local conditions) |
The per-square-foot range is for construction only. At 500 sq ft, $375 × 500 = $187,500 and $600 × 500 = $300,000. Adding design of $8,000 to $25,000 gives $195,500 to $325,000, which overlaps the $220,000 to $350,000 range above.
Our 4 cost guides are the bathroom remodel costs, kitchen remodel costs, ADU costs and home addition costs pages. Their permit sections cover City of San Diego permits, which do not apply in Chula Vista, so use the steps on this page.

Schedule a consultationChula Vista permits and fees, step by step
The City of Chula Vista’s Development Services Department (DSD) issues building permits for addresses inside city limits. The Front Counter answers permit and school-fee questions at 619-476-2332, or at DSD@chulavistaca.gov. Plan review status is checked in Accela Citizen Access, 24 hours a day, 7 days a week.
Permit triggers. Work that needs no building permit appears on a City list (Form 4551). Work on that list still has to meet the building codes and the zoning ordinance, and any required discretionary approval, such as Design Review, must be in place before you apply for a building permit. A remodel or addition submittal includes the Residential Addition/Remodel Application (4562A), a plot plan, construction plans, a soils report or soils report waiver (4597), Title 24 energy documentation and structural calculations. An owner-builder permit is open to a homeowner only when the finished work will not be offered for sale within 1 year after construction.
| Step | What happens | Time |
|---|---|---|
| 1. Check the address and the exempt list | Confirm the address is inside the City, then check Form 4551 to see whether the work needs a permit at all. | Before design starts |
| 2. Discretionary review, if it applies | Design review and historic preservation review depend on where the project is located. Design Review, a Conditional Use Permit or a similar approval must be in place before the building permit application. | Zoning Administrator goal 8 weeks; Planning Commission goal 16 weeks |
| 3. Application and intake fee | Submit the application and plans. Intake and plan check fees are paid at application. | Paid at application |
| 4. Plan check | Staff check zoning for use, property-line setbacks and height. Planning, Building, Fire and Land Development review, and Waste Water if it applies. Projects are judged under the codes in effect at plan submittal. | Goal: 15 business days for the first plan check of a remodel or addition; 10 business days for a recheck or plan change |
| 5. Permit issuance | Building inspection fees are paid when the permit is issued. | At issuance |
Building permit fees, Fee Bulletin 10-400
The City sets building permit fees by line in Fee Bulletin 10-400 (September 2024). Intake and plan check fees are paid when you apply, and building inspection fees are paid when the permit is issued. Both are based on occupancy type, construction type and square footage. The lines below are building permit fees only.
| Bulletin line | Building permit fee | Intake, plan check, inspection |
|---|---|---|
| Residential remodel, first 300 sq ft | $1,604 | $476, $423, $705 |
| Residential remodel, each additional 300 sq ft | $211 | $0, $105, $106 |
| Room addition, first story, first 300 sq ft | $2,380 | $476, $634, $1,270 |
| Room addition, first story, each additional 300 sq ft | $423 | $0, $211, $212 |
| Detached ADU on a City Standard plan | $3,951 | $476, $533, $2,942 |
| Detached ADU, nonstandard, up to 1,200 sq ft | $4,963 | $546, $1,475, $2,942 |
Worked examples, using exact multiples of 300 sq ft: a 600 sq ft remodel is $1,604 + $211 = $1,815 in building permit fees, and a 600 sq ft first-story addition is $2,380 + $423 = $2,803. They are examples, not the total cost of a project.
Each line above is a building permit fee only. Development impact fees are charged on top of permit fees, ADUs under 750 sq ft are exempt from them, and those rates rise every October 1. Plan changes or extra inspections add hourly review and reinspection fees.
School fees are separate from both. Each school district sets its own rate, and the district for the address sets which rate applies. The threshold rule for additions is in the local conditions section below. The City says fees depend on applicability and verification, so confirm the current bulletin with the Front Counter at 619-476-2332, and ask for a pre-application meeting if you want a closer estimate.
A ZIP code is not a city limit. By where each ZIP sits, 91902 (Bonita) is handled by the County of San Diego, 91950 by the City of National City and 92154 by the City of San Diego. Confirm the address with the Front Counter before you pay for design.
Complete applications move faster, and missing items slow them. For the wider schedule, read our remodel timeline guide.
What changes scope and budget in Chula Vista: 4 conditions
1. Housing age splits the city
The City’s median year built is 1987, but that figure hides a split. By ZIP area, the median home in 91910 was built in 1974 and in 91911 in 1971. In 91913 the median is 2005, in 91914 it is 2004 and in 91915 it is 2006 (Census ACS 5-year, 2024). ZIP Code Tabulation Areas approximate ZIP codes and do not match city limits. In our experience, the scope conversation for a house from the early 1970s is different from the one for a house built around 2005.
2. A ZIP code is not the city line
The address decides the office. Bonita (91902) falls under the County of San Diego, National City (91950) has its own city permit office, and San Ysidro and Otay Mesa (92154) fall under the City of San Diego. The City’s office covers the addresses inside its limits, but a ZIP can cross the city line, so the address is what counts.
3. Design and historic review depend on the address
The City does design and historic preservation review depending on where a project is located, so your address sets the answer. Design Review, a Conditional Use Permit or another discretionary approval has to be in place before you apply for a building permit. Those approvals add time, and the timeline section below gives the City’s goals for them.
4. School fees: 2 districts and the 500 sq ft line
Residential construction here pays school fees set by 2 districts. Chula Vista Elementary’s rate is $2.37 per square foot of habitable area inside its boundaries, effective October 12, 2026. Sweetwater Union High’s room-addition rate is $3.01 per sq ft, and the page is dated June 22, 2026. Projects that total 500 sq ft or less owe no school fee. Past 500 sq ft, state law applies the fee to the whole increase in assessable space, not only the excess, and any area removed from the same structure is netted out first. Your address sets the district, and the district sets the rate.
ADU and room addition rules for Chula Vista
State law overrides parts of the City’s accessory dwelling unit rules, which sit on its ADU page. On a single-family lot, the City’s table lists 3 allowances: one detached new-construction ADU, one converted or attached ADU (not both of those two), and one Junior ADU. The table does not say whether all three can be built on one lot, so confirm the combination for your address with the Front Counter.
| Rule | ADU | Junior ADU (JADU) |
|---|---|---|
| Count on a single-family lot | 1 detached new-construction ADU, and 1 converted or attached ADU (not both of those two) | 1 Junior ADU |
| Maximum size | Detached: 1,200 sq ft. Converted or attached: 50% of the house or 800 sq ft, whichever is greater | 500 sq ft |
| Owner-occupancy | Not required | The City’s table asks for owner-occupancy with a deed restriction. State law does not require it when the JADU has its own bathroom; it can apply only when the JADU shares bathroom facilities with the house. |
| Impact fees | Under 750 sq ft: exempt. Larger ADUs pay in step with the main house’s size. | Exempt |
A detached ADU can be 16 feet tall, or 18 feet when it is within a half-mile of a bus stop. It can go up to 20 feet to match the main roof pitch when the limit would otherwise be 18 feet. An attached ADU can go to 25 feet or the zone limit, whichever is less, and a converted ADU has no height maximum. A second story is allowed within the height limit. Side and rear setbacks are 4 feet from the property lines, and no separation is required from other structures. A front-yard encroachment is allowed only when an 800 sq ft ADU cannot fit otherwise. The City lists no parking and no design requirement, so an ADU does not have to match the main house. Confirm any objective design standard for your address with the Front Counter. State law lets a city set objective standards for ADUs, including architectural review. An ADU may share the main house’s water and sewer laterals, and it may have its own electric meter and address.

Inside our ADU work
The three photos show 2 ADU kitchens, one with white cabinets and a blue backsplash and one with a blue tile backsplash and an island, plus an ADU bathroom with a glass shower and a wood vanity. They show our San Diego County work and come from other addresses.
How we run an ADU projectFor an ADU on a lot that already has a house, state law sets the clock. Inside 15 business days, the permit office must confirm in writing that the file is complete. If it has not approved or denied a complete file within 60 days, the application is deemed approved under state law. 60 days is the legal maximum for a complete application, not a typical time. The City’s general plan check goal for an ADU is 20 business days, on its plan check goals page. Its ADU page gives 21 business days for a standard application and 14 business days with a City Standard ADU plan, where applicants pay approximately $1,000 less in plan review fees versus a full submittal. A City Standard plan still needs site-specific plans, studies and engineering.
Under state law, an ADU or JADU of under 500 sq ft of interior space triggers no school fee. Chula Vista Elementary’s fee schedule exempts ADUs under 500 sq ft from October 12, 2026. Larger ADUs fall under the school-fee threshold described in the local conditions above.
Room additions follow the permit steps above. An addition that adds habitable square footage must show school-fee compliance before the City issues the permit. For a side-by-side view, use our ADU or addition: which fits your plan. The official rules are on the City’s ADU page.
How long a Chula Vista remodel takes
Each remodel moves through design, City plan review and construction, and each has its own clock. We have scheduled-duration data for only 1 job in these ZIPs, so the table pairs it with the City’s published goals. Scheduled is not the same as actual.
| Clock | Time | What it covers |
|---|---|---|
| Bathroom remodel, construction | Scheduled at about 3 weeks | 1 bathroom job in 91913, final contract $24K |
| First plan check, remodel or addition | 15 business days (City goal) | First review. A recheck or plan change is 10 business days. |
| ADU plan check goal | 20 business days (City plan check goals) | General goal for a residential ADU |
| ADU plan check, standard application | 21 business days (City ADU page) | With a City Standard ADU plan: 14 business days |
| Discretionary hearing, if one is needed | Zoning Administrator goal 8 weeks; Planning Commission goal 16 weeks | Design Review, a Conditional Use Permit or similar. Most interior remodels need neither. |
Schedule, photos and decisions all live in Buildertrend, which shows what changed and when. For an ADU on a lot with an existing house, the state clock in the ADU section also applies.

What to check before you hire
- A City of Chula Vista business license. All contractors must hold a valid City of Chula Vista business license to work in the city. Homeowners can verify it with the City.
- A license you can verify. Look up the number on the CSLB website. Ours is #1074166.
- A legal deposit. California caps a home improvement down payment at $1,000 or 10% of the contract, whichever is less.
- A written permit plan. Before design starts, ask who pulls the permit, which office reviews it, and what the address requires. Get the answers in writing.
Which office reviews your address: the City, the County or a neighboring city? Does the work need Design Review or historic review, and what is the City’s goal for that step? Does an addition add habitable space, and which school district applies to the site? If you are building an ADU, will it use a City Standard ADU plan, which the City reviews in 14 business days? Does your contractor hold a City of Chula Vista business license?
Questions homeowners ask in Chula Vista
How much does a kitchen remodel cost in Chula Vista?
Across the city and its neighbors, 4 kitchens finished at $35K, $52K, $54K and $86K, measured at final contract value. 2 are inside Chula Vista’s ZIPs, at $52K and $54K. The 92154 kitchen came in at $35K, and the 91902 kitchen at $86K. That is too small a sample for a typical range, so each job is listed.
Is $300,000 enough to renovate a house in Chula Vista?
Our largest completed job inside Chula Vista’s ZIPs is a $54K remodel. Our largest nearby is a $254K remodel in 91950, National City. Those jobs show the range we have finished, not a budget for your house. Scope, the square footage you add and the school fee on that added space decide whether a given budget covers a given project. Schedule a consultation with your plans, and we will give you a number for that house.
What is the City’s review wait for a Chula Vista remodel?
Plan check on a remodel or addition has a City goal of 15 business days for the first pass and 10 business days for a recheck or plan change. These are targets, not promises. Complete applications can move faster, and missing items can slow them.
Does my Chula Vista remodel need design or historic review?
Your address decides it, because the City does design and historic preservation review based on where a project is located. If a discretionary approval such as Design Review is needed, the City’s goal is 8 weeks for a Zoning Administrator decision or 16 weeks for the Planning Commission. Most interior remodels do not need one.
What school fees hit an addition in Chula Vista?
2 districts set school fees on residential construction here. Chula Vista Elementary’s fee is $2.37 per sq ft inside its boundaries, effective October 12, 2026. Sweetwater Union High’s room-addition rate is $3.01 per sq ft, and the page is dated June 22, 2026. The threshold rule for additions is in the local conditions section above.
What does the City charge for an ADU permit?
The building permit fee for a detached ADU on a City Standard plan is $3,951 under Fee Bulletin 10-400 (September 2024), and $4,963 for a nonstandard detached ADU up to 1,200 sq ft. Those are building permit fees only. An ADU under 750 sq ft pays no development impact fee, school fees are separate, and a City Standard plan saves approximately $1,000 in plan review fees. Confirm the current bulletin with the Front Counter at 619-476-2332.
Does an ADU in Chula Vista need parking, or have to match the house?
No. The City lists no parking requirement and no design requirement, so an ADU does not have to match the main house. Confirm any objective design standard for your address with the Front Counter.
Does a Chula Vista ADU have to be owner-occupied?
An ADU does not need owner-occupancy under the City’s table. The City’s table asks for owner-occupancy with a deed restriction for a JADU. State law does not require it when the JADU has its own bathroom; it can apply only when the JADU shares bathroom facilities with the house. Confirm which case fits your plans with the Front Counter.
How much is a building permit for a remodel or room addition in Chula Vista?
Under Fee Bulletin 10-400 (September 2024), the building permit fee is $1,604 for the first 300 sq ft of a residential remodel and $2,380 for the first 300 sq ft of a first-story room addition, with $211 and $423 for each additional 300 sq ft. The fee table in the permits section shows the rest and 2 worked examples. These are building permit lines only, not the full cost of a whole-house permit, and development impact and school fees are separate.
Are the older and newer parts of Chula Vista different for remodels?
Yes, by ZIP area. The median year built is 1974 in 91910 and 1971 in 91911, and it runs to 2004 through 2006 in 91913 through 91915. Use that as a guide to the age of the housing, since ZIP areas approximate ZIP codes and do not match city limits.
